Research On Welfare Identity Of Farmers' Homestead Circulation-based On Livelihood Assets

Because of the non-agricultural employment of peasants,the transfer of rural labor force and the peasant households entering the city and settled,the rural homesteads are largely idle,and along with the progress of urbanization and the rising price of land,the property of the homestead is constantly showing.The implementation of the homestead use right transfer policy makes it possible for homesteads to participate in market circulation,which is of great significance to the manifestation of homestead property,the improvement of farmers' welfare,and the implementation of the strategy of rural revitalization to promote rural economic development.Only is the household welfare of rural households which participate in the transfer of homestead land use rights guaranteed,and the homestead circulation policy highly evaluated,the transfer of homestead land in China can continue to be promoted.Therefore,to study the welfare identity of farmers homestead circulation,and to identify the influencing factors help to fundamentally improve the welfare of farmer through the transfer of the homestead and is of utmost importance to promote the efficient and orderly use of transfer rights.The article researches the farmers who participate in homestead circulation inWuhan,Xiantao and Enshi of Hubei Province.Firstly,Sen's feasibility theory was used to construct a system of assessing the welfare identity of farmer households on their homestead circulation,and a fuzzy comprehensive evaluation method was used to evaluate the degree of farmers' welfare identity of homestead circulation.Secondly,on the basis of the above research,the sustainable life theory framework was used to construct the structural equation model of households' welfare influencing factors of homestead circulation,and the factors affecting farmers' welfare identity of homestead circulation were analyzed.The study found that the transfer policy of homestead land use rights generally improved the welfare of farmer household.There were differences in the welfare identity of homestead circulation for rural households with different livelihood assets:rational allocation of assets to rural households has a higher degree of welfare identity of the family economy,social security,community environment,psychological feelings,and social opportunities after the homestead circulation,while asset-deficient farmer households only has a higher welfare identity of living conditions after the transfer of homestead.Through further analysis of the influencing factors on the welfare identity of the transfer of rural households' homestead,they have different welfare identity of living conditions,family economics,social security,psychological feelings,and social opportunities after the transfer of homestead depended on their different household livelihood assets.Based on the above research results,it is suggested that by guiding farmers to diversify their employment,broaden income channels for rural households,promote the reform of the current household registration system,eliminate peasant identity discrimination to increase farmers' identity of homestead circulation benefits.At the same time,by increasing the propaganda of the homestead circulation policy,increasing the participation of rural households in the transfer of housing sites,implementing a differentiated homestead circulation compensation mechanism,and improving the social security system after the homestead circulation,we will promote the homestead circulation policy to be more efficient and effective.
