Research On Poverty Measurement And Financial Model Selection Of The Photovoltaic Poverty Alleviation

Photovoltaic precision poverty alleviation is regarded by the Chinese government as one of poverty alleviation projects because of its many advantages,such as the stability of power generation income,the reality of new energy promotion,the innovation of energy saving and emission reduction measures,and so on.However,In spite of remarkable achievements,a number of issues still need to be addressed,especially in the initial stage of the project there are two major problems that“laying much more emphasis on single-index poverty identification than multi-dimensional index selection and on the profit of poverty-stricken families than the income of investment enterprises,,therefore,this paper focuses on these two problems.The aim of this paper is to make a contribution to the precision photovoltaic poverty alleviation in China.Firstly,this paper analyzes the current policies and practice situation of photovoltaic precision poverty alleviation by taking the realistic grasp of photovoltaic precision poverty alleviation as the starting point.Grasp the current situation of photovoltaic precision poverty alleviation in China as a whole.Then,taking the photovoltaic poverty alleviation pilot county as a sample,using the multidimensional poverty measurement model to analyze the multi-dimensional poverty situation.Finally,By constructing the game model of financing mode,this paper compares and analyzes the existing financing model.The research results show that:(1)from the perspective of basic policy tools,the government focuses on three kinds of policy tools:target planning,financing support and infrastructure construction.At present.the government prefers supply-oriented policies and environment-oriented policies,while demand-oriented policy tools are relatively scarce.Moreover,there is a vacancy in supply-oriented policies.Secondly,from the perspective of the process of photovoltaic precision poverty alleviation,the government's policy on photovoltaic precision poverty alleviation is mainly focused on the construction of photovoltaic projects and the sale of electricity(agricultural products).Then there is the phase of photovoltaic revenue distribution,while ignoring the identification of poor households,the operation and maintenance of photovoltaic projects and the performance evaluation of poverty alleviation;in addition,in the various stages of photovoltaic precision poverty alleviation,The government has a more comprehensive coverage of policy tools in the construction phase of photovoltaic projects.Both the construction of projects and the sale of electricity(agricultural products)attach importance to economic policy tools.In the phase of photovoltaic project construction and revenue distribution,more emphasis is placed on guiding photovoltaic project construction and photovoltaic revenue distribution through policy tools at the target strategic level.(2)Only two years of China's photovoltaic poverty,the poverty situation has not been fundamentally changed,the area between the multidimensional poverty gap.The individual poverty county in Eastern the photovoltaic effect of poverty alleviation is not only lower than the province of other counties,but also lower than the central and Western County.Althxough the poverty alleviation effect of some provinces in the central and western regions is much higher than that in other provinces,the overall poverty alleviation effect in the central and western regions is not as good as that in the eastern and central regions.(3)The mode of enterprise participation in initial investment is more beneficial to photovoltaic precise poverty alleviation than non-participation mode.From the perspective of initial investment,compared with the mode of foll government financing,the active participation of enterprises is conducive to lightening the financial burden of the government.Compared with the model of poor households of government,tihe expenditure of poor households is avoided.From the perspective of income,the revenue of two financing parties is higher under the model of government photovoltaic enterprises.Finally,according to the main conclusions,this paper puts forward feasible policy recommendations.
