A Study On The Stage Of The Process Of Urban-rural Integration

Since the Seventeenth National Congress of the Communist Party of China put forward the important historical tasks and objectives of Urban-rural integration in 2007,and the Eighteenth National Congress of the Communist Party of China promoted Urban-rural integration as the fundamental solution to issues of agriculture,rural areas and farmers in2012,achievements and views of this research have been innumerable,and up to 6959 articles have been published on CNKI since2007,but the study on the stage of the process of Urban-rural integration is still rather weak.The article holds that the integration of urban and rural areas is different from traditional industrialization and urbanization in terms of connotation,task and stage,which is formed by long-term practice in China's specific national conditions and mainly to solve the urban and rural development gap caused by institutional factors.Especially,the 19 th National Congress of the Communist Party of China,in 2017,confirmed that the tasks after 2020 is promoting integrated urban-rural development,which makes it more theoretical significance to sum up the experience of urban-rural integration in the past forty years,and exploring new development path.On the basis of combing the relevant literature and inheriting the achievements,this paper tries to establish an analytical framework,which includes stages of changes in urban and rural systems and levels of development.With the application of CiteSpace and other software,the analysis of more than 8000 relevant literature has been carried out including the number of literature,research emphasis,research methods,new hot spots and evolution trends since 1978.By using the method of historical analysis,theoretical and empirical analysis,qualitative and quantitative analysis,the paper has carried out an interactive validation analysis of the division of Urban-rural integration process.The main conclusions are as follows: According to the stipulation of urban-rural integration,the change of urban and rural system and the level of development are the basis of stage division.From the perspective of institutional change,the process of urban-rural integration can be divided into the stage of policy exploration(1978-2002),the stage of pattern formation(2003-2020)and the final realization stage(after 2020).Based on the perspective of the level of development,the process of urban and rural integration can be divided into the transitional stage(1978-2004),the stage of urban and rural overall planning(2005-2021)and the stage of urban and rural integration(after 2021).Since the effect of institutional reform and policy reform has a certain lag in time,the above conclusions are verified qualitatively and quantitatively.The process of urban-rural integration in China can be roughly divided into three stage: policy exploration(1978-2002),pattern formation(2003-2020)and final realization(after 2020).This conclusion also has certain interpretations for the gradual evolution of urban-rural integration development from "pattern formation" to "urban-rural integration".
