Urban-rural relations,one of the most important relationships in the development of human society,are an inevitable outcome of the development of productive forces and social division of labor in a certain period.Along with the rapid development of capitalist industrialization,urbanization has become the main driving force for the evolution and development of urban-rural relations.The road that China is taking is the socialist road and the urban-rural relationship with Chinese characteristics is a new one based on the fundamental interests of cities and villages,industry and agriculture.The 19 th National Congress of the Communist Party of China proposed to establish a sound system and policy system for the integration of urban and rural development,and accelerate the modernization of agriculture.The important objective and fundamental task of socialism with Chinese characteristics are to build a harmonious and healthy urban-rural relationship,effectively promoting mutual support and common prosperity between urban and rural areas,gradually breaking the gap between urban and rural areas,and promoting urban-rural integration.Compared with western developed countries,China's urbanization started relatively late.The overall quality of urban and rural development is not high due to the imbalanced pursuit of scale effect.This development model of urban-rural relations has not only spurred the rapid development of China's economy,but also accumulated a huge gap between urban and rural areas.How to deal with the relationship between urban and rural areas in China? How to solve the problem of farmers in rural areas? How to solve the uncoordinated dilemma of urban-rural relations? And how to create favorable conditions narrowing the gap between urban and rural areas and realizing the common prosperity of urban and rural areas? Those are the important topics to be explored theoretically and practically.Under the guidance of Marxism,this paper takes the development and evolution of urban-rural relations as the research object and elaborates the development process from dual structure to urban-rural integration by the comprehensive methods of literature analysis,historical analysis and contrastive analysis.The paper summarizes the development experience of urban-rural relations in western developed countries and the impact on China's development,analyzing the problems and causes in China's development from dual structure to urban-rural integration and the corresponding countermeasures.Specifically,this article consists of six chapters.The first chapter is the introduction focusing on the research background,significance of the thesis,research overview home and abroad,methodology,the innovations and shortcomings,providing basic theoretical framework for the thesis.The second chapter traces the urban-rural relations with Chinese characteristics theoretically.Guided by the Marxist theory of urban-rural relations,this paper explores an in-depth analysis of the internal mechanism of urban-rural relations to provide theoretical basis for the uncoordinated relationship between urban and rural areas by systematically analyzing previous Marxist theorists such as Marx,Engels,and Lenin as well as the theoretical exploration and experience of Chinese Communists on urbanrural relations.The third chapter combs the evolution from dual structure to urban-rural integration.Taking the historical development and evolution as the main line,the development process of urban-rural relations is divided into the formation and solidification before the reform and opening up,the ice-breaking after the reform and opening up,the adjustment in the beginning of new century and the integration system since the 18 th National Congress,providing historical support for the thesis.The fourth chapter draws on the development of urban-rural relations in western developed countries.The experience of western developed countries represented by the United States,Germany and Japan shows that China should choose the appropriate and coordinated development path based on national conditions and fully recognize the longterm development of the urban-rural relationship.The fifth chapter analyzes the problems and causes in the development process from dual structure to urban-rural integration with problem consciousness.A series of problems such as the inability of elements to flow freely have hindered the development of China's economy and widened the gap between urban and rural areas due to the longterm influence of China's institutional mechanisms.The sixth chapter focuses on the path choices to break the urban-rural dual structure and achieve urban-rural integration.On the basis of reflection on the current relations,it is proposed to establish a scientific urban-rural integration concept,establish a rational distribution of resources,coordinate the public services in urban and rural areas,between infrastructure and industry,and comprehensively optimize the urban-rural income distribution pattern.It provides a reference for building a new urban-rural relationship.
