After the establishment of the China-ASEAN Free Trade Area,the development of trade liberalization has gradually weakened the tariff barriers and traditional non-tariff barriers.Technical barriers to trade(TBT)have become more widely used and become important means and advanced forms for many countries of ASEAN to protect domestic industries.Since 2000,Chinese electromechanical products export to ASEAN have continued to expand,and it has consistently accounted for about half of Chinese total exports to ASEAN.It is Chinese major export products to ASEAN,therefore,is also one of Chinese export products subject to most ASEAN's TBT.Although ASEAN's TBT have fewer impacts on Chinese electromechanical products exports than developed countries such as Europe and the United States.But from the large number of unqualified electromechanical products from China that have been returned by ASEAN in recent years,ASEAN's Technical trade measures have already formed TBT for China and it have become an important factor in limiting and influencing China's exports of electromechanical products.This article describes the domestic and foreign research results on TBT,discusses the main forms of electromechanical products' TBT,the impact mechanisms,and the positive and negative economic effects.Then it specifically analyzed the scale and structure of Chinese electromechanical products exports to ASEAN and the status and reasons of ASEAN's recent shipments of electromechanical products returning to China.Secondly,on the basis of explaining ASEAN's standard management system,conformity assessment system,and energy efficiency system for electromechanical products,it was found that TBT for electromechanical products in ASEAN have wider coverage and standards,followed by an analysis of its positive and negative impact on Chinese exports of electromechanical products.On this basis,the gravity model was used to make an empirical analysis.The results show that ASEAN's TBT have a negative effect on exports of Chinese electromechanical products,although the impact is not significant,but from comparing two model results shows that this negative effect was significantly enhanced after the official launch of the China-ASEAN Free Trade Area in 2010.Finally,putting forward some constructive suggestions,such as implementating the standardization strategy in line with international standards,establishing and improving the ASEAN technical standards information service platform,promoting trade facilitation through regional standardization cooperation,and adopting technical innovations to overcome TBT.
