Abstract/Summary:
Since the beginning of the last century,in the late 80 s,with the gradual relaxation of labor mobility restriction policy in China, the large-scale labor force in the underdeveloped areas of the central and western regions has been rapidly flowing into the eastern developed areas. In society this problem has aroused widespread concern. Some scholars think that this large-scale labor force transfer may bring about the urban congestion effect, even for the urban construction, the public security management would be more severe challenge. Some scholars also think that human beings are the main economic drivers, and that the labor force,as the most important economic factor,is bound to concentrate on the developed regions under the conditions of free migration permitted by policy, leading to a more developed economy in the developed regions. Then the economy of the backward areas will still be in recession, and the regional economy gap will continues to widen. In fact, from the research results of domestic and foreign scholars,we find that the economic growth of a country is often accompanied by the imbalance of economic development among different regions of the country, including China.Under such a background, this paper mainly studies the following contents:(1)Analyzing the current situation of rural labor force transfer in 2008-2015,including transfer quantity, transfer area, employment industry, and transfer labor income.(2)On the one hand, analyzing the overall economic impact on the provinces of rural labor transfer by analyzing the panel data.on the other hand, there the provinces economy subdivided into agricultural economic component and non agriculture economic component, the influence of the transfer of rural labor force on the economic and non agricultural sectors of the agricultural departments of the provinces is studied. The conclusion shows that rural surplus labor from the agricultural sector to the non agriculture sector, has a positive effect on the non agriculture activities, from major agricultural province of agricultural economic development situation,large-scale labor migration has a negative effect on it,may bring serious influence to agricultural production in China.(3)The coordination degree index and deviation index are constructed to reflect the coordination degree of China's labor and regional economic distribution. The conclusion shows that the degree of labor transfer in China is still less than the degree of economic agglomeration,so the state of labor transfer in our country will continue in the future.Based on the above conclusions, this paper puts forward the following suggestions: the government must establish the concept of scientific rural labor transfer management, strictly control the population size of megacities, but rely on administrative power to limit population size. And strengthen cooperation and exchanges among different economic regions.
