Social security agency services as a bridge between the realization of the individual interests and the national social security system,whcih plays an increasingly important role.In recent years,especially with the rapid development of China's economy,the social security system has been gradually established and improved,the objective requirement of detailed management is particularly important,the number of social security insurance coverage has increased dramatically.In the meantime,our country's social security administration department is becoming more and more incompetent.In particular,there are two "incompatibility" between the most closely connected and most closely related grassroots social security administration department,the service capacity of the agency is not commensurate with the demand for the service,the quality of the service and the construction of social insurance system are not suitable,It's an obstacle to the construction of our social security system.This paper is based on government performance management and new public service theory,in the context of administrative reform and the transformation of government functions,in order to improve the management and service level of government agencies,improve efficiency and provide better public services.Taking the employee basic endowment insurance of the urban enterprise(hereinafter referred to as "endowment insurance")in Weinan Shaanxi province as the research object,to explore the direction and method of the reform of the management mode.In this paper,the author introduces the situation of endowment insurance agency system and business process,to clarify the status of the municipal and county-level agencies in the provincial endowment insurance system.To point out that the current endowment insurance business in Weinan is in the mode of "module teller system",and based on the actual work experience and the first-hand information collected,to analyses the effect of agency of Weinan endowment insurance management service mode,Lead to that existing problem of the current handling mode in personnel management,business process,information construction and internal control mechanism.And it highlights the necessity of the reform of the management mode of the endowment insurance agencies.This paper is under the study of domestic and foreign social insurance theory researchachievements,With reference to the Shanghai social insurance business model and the reform experience in Baoji,combined with the actual situation of Weinan insurance agency,to puts forward the countermeasures and Suggestions for implementing the reform of "integrated teller system" in the endowment insurance of Weinan.The final conclusion of this paper is that the model of "module teller system" in Weinan cannot meet the needs of the current endowment insurance.Based on this,we should proceed with the reform of the "integrated teller system" in terms of personnel,business,information and internal control.
