The Effect Of Fujian Rice Production Insurance On Farmer's Income

Rice seed production is the upstream industry of agricultural industrial chain.Superior seed plays a vital role in improving crop productivity,ensuring production quality,as well as raising farmers'income.Rice seed production,as an important part of the whole seed production industry in our country,is not noly frequently attacked by natural disasters such as flood,drought and typhoon,but affected by uncontrollable climatic factors like temperature and humidity,which can cause direct economic loss to seed producers,or even poses a threat to the national food security.It is an innovative measure to formulate rice seed insurance to prevent agricultural risks effectively.Fujian is one of the provenances producting superior seed owing to its unique climatic conditions.As one of the most important commodity grain base and main grain producing area in Fujian,meanwhile one of the national rice production base counties appointed by Ministry of Agriculture,80%of seed production area has been established in Jianning County.To deal with the risk of crop failure and the economic loss caused by natural disasters in the process of rice seed production,insurance policy for rice seed production has been timely introduced to Fuj ian.However,the research on whether the insurance can increase farmers'income and how much of effect the insurance has on the income has been absent during the period of carrying out rice seed insurance.Thus,the author analyzes contributions of the rice seed insurance to ensuring farmers' income and existing problems in Fujian.The first part of this paper mainly presents the research background and significance,also systematically combing relevant research at home and abroad and introducing research methods and technical route of the paper;The second part concerns definition of related concepts and theoretical basis;The third part elaborates development status of rice seed industry and rice seed insurance as well as existing problems in Fujian;The fourth part,based on theoretical analysis between rice seed insurance and farmers' income,analyses the actual effect of purchasing rice seed insurance on farmers' income by the means of propensity score matching(PSM)after the investigation of data from 323 peasant households purchasing the rice seed insurance of Fujian in 2017,and eventually draws a conclusion that the rice seed insurance has a positive effect on guaranteeing farmers'income.In the sixth part,the author summarizes the research and makes relevant policy suggestions on the existing problems of rice seed insurance in Fujian province.
