Modern enterprises constantly pursue methods of improving core competitiveness in drastic market competition.While performance assessment as a HR management tool has been increasingly emphasized by enterprises due to its apparent effect of incentive and restraint mechanisms on employee.There are lots of theories and methods for modern performance assessment,but each kind of theory and method for performance assessment are suitable for specific environment,not for all the environment.Therefore only if each enterprise selects the proper theory and method can performance assessment has its maximum effect.Consequently,each enterprise investigate and practice performance assessment,so as to constantly improve the competitiveness.In recent years,coal industry of China has experienced earth-shaking changes.Within the ten golden years,coal mine enterprises have developed explosively depending on the resource advantage,but the coal management level was low.With intensifying competition of market,the advantage of coal has gone.Especially supply side reform was promoted by the state,and reduction of capacity was implemented,coal mine industry was firstly affected.In the meantime,as people are in pursuit of beautiful life,people's requirement for environmental protection has getting higher and higher,coal mine industry increasingly face a lot of difficulties and challenges.In order to actively respond to changes of internal and external environment of enterprises,many coal mine enterprises adjusted development strategies in succession,investigated and implemented modernized management reform,so as to improve enterprise competitiveness,including performance assessment reform.However,most of coal mine enterprises had bad effect of implementation of performance assessment reform,especially the effect of performance assessment reform for middle management personnel was very tiny.Even part of coal mine enterprises had great trouble in operation development.Therefore,it is of importantly practical significance for survival and development of coal mine enterprises to study and improve performance assessment for middle management personnel.In the article,middle management personnel for JNYQ coal mine was taken as the research subjects,the performance assessment for middle management personnel in JNYQ coal mine was investigated and analyzed to seek the existing problems and causes.Based on theories related to performance assessment,advanced balanced score card was used to redesign the performance assessment for middle management personnel in JNYQ in four aspects of finance,clients,internal flow,as well as learning and growth.Firstly,strategicmap for JNYQ coal mine was rationally constructed and optimized;secondly,performance assessment indexes for middle management personnel and departments were disintegrated;thirdly,weights of various indexes were determined according to comprehensive score judgement,layer analysis method,etc.;finally,performance assessment for middle management personnel in JNYQ coal mine was designed,and measures to implement guarantee were compiled.The research is aimed at providing scheme for optimizing performance assessment for middle management personnel in JNYQ coal mine,constantly improving enterprise management level,and promoting enterprise development.
