Research On Performance Evaluationg Of Farmers' Professional Co-operatives In Shouguang City

The farmer professional cooperative is a household contract responsibility system.After another organizational innovation,the agricultural production system is developed towards specialization,standardization and scale by establishing professional cooperatives.The farmers' professional cooperatives in Shouguang City have developed rapidly since 2007.At present,the number of cooperatives has reached 1268.However,most cooperatives have been developing for a short time,and the performance of cooperatives has not yet been reflected.The relevant govermment departments do not accurately evaluate the performance level of cooperatives,nor have a comprehensive performance evaluation system.Therefore,it is necessary to set up a complete performance evaluation system for farmers' professional cooperatives,and find out the deficiencies in the operation of cooperatives in a timely manner,which is of great significance for improving the performance of cooperatives.Based on performance evaluation theory,stakeholder theory and cooperative theory,this paper analyzes the status quo of Shouguang professional cooperatives,finds out the problems,and further provides suggestions for improvement.From two aspects of behavior performance and result performance,we choose 5 two level indicators and 24 three level indicators to establish performance evaluation index system of Shouguang farmers'professional cooperatives.Through expert scoring,AHP is applied to determine the weight of all levels of indicators.The fuzzy comprehensive evaluation of the performance of Shouguang farmersf professional cooperatives is completed through expert valuation.The final score is 59,and the performance of cooperatives is at a moderate level,which has great room for improvement.Weighted by the calculation of the weight before the 10 indicators combined with expert opinion,get the performance of farmer cooperatives in Shouguang City,the main restricting factors are members of the cooperative consciousness difference,cooperatives internal management level is low,the members of the cooperative culture level is low,lack of government support and insufficient capital supply cooperatives 5 aspects to solve these problems,developed the performance farmers,professional cooperatives in Shouguang City,countermeasures.The innovation of this paper is to establish an evaluation system of "behavior result performance",and use fuzzy comprehensive evaluation method to evaluate the performance of cooperatives,which has certain innovation in theory and method.
