Poverty is a universal social phenomenon and a public issue.The governance of poverty is the main responsibility of the government.The poverty problem in China is mainly concentrated in the rural areas.The poverty alleviation in China's rural areas and the poor population are the biggest challenges of the Chinese government's poverty management.Since entering the new era,precise poverty alleviation has become the strategic decision of China's poor governance and the central work of local governments.In the local government led precise poverty alleviation practice,the industry poverty alleviation is an effective way to achieve precise assistance.However,the local government led industrial poverty alleviation,on the one hand,faces severe constraints of human resources and financial resources,and needs to break through the plight of single subject governance;on the other hand,it also faces industrial selection,market risk,natural disaster risk,and poor households,so as to influence the practical efficiency of industrial poverty alleviation.Therefore,in the industrial poverty alleviation,how to absorb the market force,the participation of the social forces and the construction of the large pattern of poverty alleviation by government guidance,enterprise leading and social participation becomes a problem worthy of discussion.Therefore,how to mobilize a wide range of market forces and social forces to participate in the accurate poverty alleviation,how to innovate the participation mechanism of poverty alleviation,and to build a large poverty alleviation pattern promoted by the government,the market and the society have become the core issue of this paper.Taking the industrial poverty alleviation as the research object and taking the government to purchase public service as the research perspective,this paper probes into how to connect the government,enterprise,social organization and citizen individual in poverty management effectively through the government purchase of the service of poverty alleviation,and forms a kind of one kind of leading and multiple cooperation.The government should cooperate with the government,market and society in tackling poverty alleviation.Based on the empirical study of a national poor county,this paper systematically discusses the realistic predicament and causes of the local government led to the poverty alleviation,and analyzes the local experience of the government's purchase of the poverty alleviation services.On this basis,the government purchase is proposed from the four dimensions of the main innovation,mechanism innovation,pattern innovation and environment innovation.The innovation path of industrial poverty alleviation service.
