Research On Government Guiding Fund

Made in China 2025 has opened the curtain of industrial transformation.Henan manufacturing industry as an important province,with the development of information technology,intelligent manufacturing technology and "Internet +" the depth of application and cross-border integration,the next 10 years is Henan development opportunities,also the manufacturing quality and efficiency of gold.In such a process,the innovation and reform of public finance and financial system will play a vital role in the adjustment of industrial structure.For facing the new economic norm and the supply side structural reform,and the need to reform the industrial structure optimization and adjustment,the government led industrial investment fund can be used as a good tool for play a role.Each region at all levels of government financial funds for enterprises competing for fund reform and the establishment of government guidance funds,confirms the government led industrial investment fund value and applicability.Based on the above,this paper selects government guiding fund as the research object.The content is comprises six sections:The first part starts from the disadvantages of the former financial funds allocation methods,explains the theoretical basis of the reform of the fund enterprises and the significance.Public investment,public finance theory and related concepts,the second part of the financial reform funds involved in the statement.The third part describes the current status of financial fund reform enterprises.The fourth part analyses the existing fiscal funds management problem.The fifth part expounds the typical cases and Enlightenment of the reform and development of financial funds at home and abroad.The sixth part relevant experience at home and abroad,by guiding the phenomenon and problems of the fund,put forward the advanced manufacturing industry cluster in Henan Development Fund to promote the sustained and healthy development of policy proposals,put forward the solution of advanced manufacturing industry clusters in Henan,in order to better play the role of financial leverage capital and guiding role,more effectively promote social capital to promote the development of the real economy,improve the supply system of the advanced manufacturing quality and efficiency,strengthen financial incentive effect,to provide reference to strengthen funds reform fund.
