Research On The Mechanism Of Poverty Withdrawal At Impoverished Counties In Lvliang City

After 30 years of Reform and Opening,China has successfully stepped out of a road of poverty alleviation with Chinese characteristics.With the continuous development and deepening of precision poverty alleviation,our country has been increasing poverty alleviation and improving the important connotation of poverty alleviation strategy,and the poverty situation has greatly improved.But in the new period,the work of poverty alleviation still faces many challenges.The social disparity between the whole society is enlarged,and the imbalance of regional development is outstanding,besides,the scale of the poverty population is still very large and distributed widely.At The fifth Plenary Session of the 18 th CPC Central Committee in 2015,the goal that China's current standards for the rural poor will achieve the goal of poverty alleviation was supposed.It can be seen that the withdrawal of impoverished counties has become an important goal of precision poverty alleviation.For the present,the impoverished counties including the important counties in national poverty alleviation and the concentrated area counties.these are the important carriers of the national regional poverty alleviation and development.As one of the fourteen destitute concentration areas,Lvliang mountainous regions are the main battlefield of poverty,and Lvliang city is the key area of poverty alleviation in Lvliang mountainous regions.Relying on precision assistance measures to help the impoverished counties,impoverished villages and poor people to withdraw from poverty is not only the important goal of precise poverty alleviation,the new resources can be used for the poorest areas and poor people,so as to maximize the efficiency of pro-poor resources.As the last administrative unit,the perfect exit mechanism of impoverished counties not only has a good test effect on poverty alleviation,but also can find out the problems through the feedback from the impoverished counties,so as to solve them in time and improve the efficiency of precision poverty alleviation.As far as poverty withdrawal is concerned,the withdrawal of impoverished counties in our country is mainly based on self declaration.Although poverty withdrawal has become an important goal of the work in poor areas of China,the poverty withdrawal policy of most provinces and cities in China only plays a guiding role.There is still a lack of clear implementation rules and standards.As the last link of poverty alleviation,the perfect poverty withdrawal mechanism is an effective measure to test the poverty alleviation result and prevent the return to poverty.So it should include not only the detailed poverty withdrawal index,but also a series of poverty withdrawal supporting mechanism.Therefore,under the policy of precision poverty alleviation and the goal of achieving poverty alleviation in 2020,it is important to establish and perfect the poverty withdrawal mechanism.So this paper takes Xing County in Lvliang City as an example,finds out the problems of the withdrawal mechanism of impoverished counties in Lvliang city,and then analyzes the reasons,and puts forward the basic frame of constructing the perfect poverty withdrawal mechanism in Lvliang City.
