Research On Equity Of Rural Infrastructure Investment From The Angle Of Precision Poverty Alleviation

In the vast rural areas of our country,more than 40% of rural population make up only 20% of GDP.In rural areas,the economic development capacity is lagging behind and the development lags seriously,which is the most important issue that rural areas faced.In recent years,with the intensive implementation of precise poverty alleviation policies,the government has continuously increased investment in infrastructure in rural areas.Regional differences in infrastructure investment in rural areas have become increasingly prominent.Investment in infrastructure has promoted the economic growth of agriculture.However,the gap between the rich and the poor,the situation has not changed,therefore,from the perspective of the gap between rich and poor analysis of rural infrastructure investment in poverty alleviation effect needs to be considered.This is of great significance in clarifying the direction and objectives of China's rural infrastructure investment,fulfilling the hard requirements of "realizing that the whole country should be free from poverty by 2020" and promoting the effective implementation of the strategy of rural revitalization.Based on past theories and experiences,this paper constructs the evaluation system and evaluation criteria of rural infrastructure investment fairness from the perspective of peasant availability,and selects the four major types of infrastructure owned by 31 provinces,municipalities or autonomous regions from 2006 to 2015 The author uses the Theil index method and the concentration index method to measure the status of the fairness of China's rural infrastructure investment and the status of equity investment in all kinds of rural infrastructure.This paper innovatively explores the relationship between the poverty alleviation effect of rural infrastructure investment and the fairness of rural infrastructure investment and the gap between the rich and the poor,and tries to use the panel quantile regression method to reduce the gap between the rich and the poor,the panel quantile regression method to analyze the poverty alleviation effect of rural infrastructure investment in rural areas and briefly analyze the relationship between rural infrastructure investment equity and the gap betweenrich and poor.The empirical results show that there is a big unfairness in China's rural infrastructure investment.The unfairness is mainly caused by the unfairness among regions.Among them,the unfairness of ecological environment infrastructure is the highest,living infrastructure is more unfair,productive infrastructure is more fair and investment in social development infrastructure are relatively fairest.Second,the overall level of rural infrastructure investment has an "inverted U-shaped" effect on the gap between the rich and the poor.Increasing the ecological civilization infrastructure will widen the gap between the rich and the poor.Increasing the investment in living infrastructure will widen the gap between the rich and the poor,and the productive base.An increase in investment in facilities will also widen the gap between rich and poor,and only an increase in investment in socially-developed infrastructure can narrow the gap between rich and poor.The gap between the rich and the poor can be reduced by increasing the economic scale,raising the level of urbanization,strengthening policies to tilt rural areas and reducing rural population density.At the same time,strengthening equity in rural infrastructure investment can also reduce the gap between rich and poor.To this end,the paper finally put forward specific measures to improve the poverty alleviation policy in the promotion of precision,while reducing the inequity of rural infrastructure investment.
