As the old saying goes:"The king regards the people as the heavens,and the people regard food as the heaven"The food safety issue has always been a major issue for people.If the quality of food is not guaranteed,the health and well-being of people will be threatened.The interests of production,the efficiency of the entire market,and the overall welfare of the society will also be subject to certain disturbances and damages.This article is mainly from the process of mutual contact between local government and food companies,that is,"government-enterprise collusion"to explore the deep-rooted causes of food safety problems in China,and put forward corresponding policy measures.Scholars at home and abroad have been trying hard to find the causes and mechanisms of frequent food safety and measures to effectively manage food safety issues.The reasons why our country finds food safety problems must be based on common causes behind food safety issues in countries around the world.On the other hand,we must also examine the specific national conditions in our country,especially the special political background in the field of food safety production.The current research of scholars and literature mainly lies in the problems that may arise in the field of food production and the irrationalities in the food supervision and management mechanism.However,there is also an analysis of the government as a whole.There is no further inquiry into the relationship between the central government and the local government,the differences in roles,and the effectiveness of supervision.This article will focus on the interaction mechanism between local government and food companies,set up a theoretical framework for studying food safety issues from the perspective of government-enterprise collusion,and provide a theoretical basis for solving food safety problems.This paper places local governments and food companies under the same analytical framework,and conducts in-depth analysis of food safety issues from the angle of government-enterprise conspiracy.Under this theoretical framework,local government officials are not only concerned with their own political interests but also with their own economic interests.The theoretical framework of this paper attempts to point out that if local government lacks an effective restraint and incentive system for officials,local government officials will behave like profit-seeking behavior and opportunism,and they will have to collaborate with enterprises to seek rents to obtain economic benefits during the decision-making process..In this case,government-enterprise conspiracy will satisfy the political and economic interests of local government officials.On the other hand,it will also meet the needs of enterprises to obtain maximum economic benefits under a relaxed regulatory environment,because government enterprises will have the same means to increase production as local governments and food safety.Businesses can gain more economic benefits from increased output,while local economic data growth will increase local government officials'chances of promotion.On the other hand,bribery companies will increase the number of local government officials.Personal economic income.This paper constructs a basic theoretical framework of government-enterprise collusion,and derives from the model that the extent of the food safety problem in the region is closely related to the government and enterprise conspiracy of local governments and enterprises.The higher the proportion of bribery paid by local food enterprises to local governments,the higher the level of corruption in the local area,which in turn makes food safety issues more prone.In addition,we can see in the model that the factors that affect the severity of local food safety issues include central government supervision and social media.The degree of exposure.Then,this paper collects relevant data and uses empirical methods to initially verify the conclusions derived in the model,namely,the government-enterprise congruence and food safety issues are indeed related to each other.At the same time,we can also see that the origin,age,and term of office of the leaders of a certain place have a greater influence on the level of government-enterprise collusion in the area.
