Research On The Risk And Prevention Of PPP Mode In Urban Infrastructure Construction

At the present stage of local financial promotion is slowing down,local government debt risk resisting ability decline,state and local government debt management situation is grim,the city infrastructure construction funds for the rigid demand is growing,the government and social capital cooperation(PPP)as a new kind of financing construction mode,to attract social capital,and break the bottleneck financial funds to accelerate the construction of city,to accelerate the transformation of government functions,promote public service quality promotion promotion plays a positive role.Since October 2014,the State Council has issued "on the strengthening of local government debt management advice"(Guo Fa 2014 No.43)and other documents,and actively support the use of PPP mode in city infrastructure construction.At present,the air port experimentation area,the free trade area,the independent innovation demonstration zone and other national strategies have come to the ground in Zhengzhou,and the rigid demand for the construction of urban infrastructure is increasing.The PPP model has been widely used as a kind of investment and financing model that effectively alleviated the financial burden of the government.But due to lack of experience,to promote the process will inevitably encounter all kinds of risks,therefore,to analyze and solve the city infrastructure construction in PPP mode application and risk related issues,has important theoretical and academic value of improving the theory and prevention of the risk in the application.This study mainly uses case study method and in-depth interviews as the research methods,the cooperative governance theory as the main theory tool,the intention from the cooperative governance theory to find the relevant government and social capital in PPP mode,trying to explain the transformation of cooperative governance theory on the provision of public services and government functions to improve.The main content of this paper is divided into five parts,the first part is the introduction,introduces the theoretical foundation of the application of PPP mode in city infrastructure construction,expounds the research background,research situation at home and abroad,theoretical tools and research methods,innovation and lack of content;the second part is the feasibility and policy evolution using PPP model in the city infrastructure,the main categories of PPP mode in the definition,introduced the development process of the model in Chinese,and discusses the necessity and feasibility of application of PPP mode in city infrastructure;the third part risk analysis is the core part of the article,citing the city infrastructure construction by means of political risk,there PPP model in the financial risk,legal risk,government credit risk and market risk,technology risk benefits and other risks,and to explore the The use of risk,risk avoidance,risk transfer and risk control measures;the fourth part is the case analysis,by introducing the case of the project,summed up the experience and lessons of successful project risk prevention,which laid the foundation for the suggestions to deal with the risk;the fifth part of the risk measures from the perspective of two the public sector and private enterprises,the parties involved in the characteristics combined with the risk factors of the source and project are put forward practical and effective,targeted preventive measures.
