With the development of urbanization in our country,the defects of the construction and management of urban infrastructure are constantly displayed.On the one hand,city managers pay too much attention to the construction of the city infrastructure,to enhance the level of public service level and at the same time,also increased the difficulty of management;on the other hand,the concept of light due to dislocation management long-term construction,also makes the city infrastructure management level is low,these problems seriously hindered the city the development of.This requires us to vigorously develop the construction of urban infrastructure,should also attach great importance to and enhance the management level,to better promote the modernization of public services and public service management.Most of the existing research results are from the perspective of the introduction of construction funds to study the company's joint venture model.This paper attempts to discuss the effectiveness of the cooperative model in the urban infrastructure construction from the perspective of public management.Specific contents are as follows:Firstly,this paper gives an overview of the relevant concepts and theoretical basis.Firstly,the theory of natural monopoly and public goods.According to the above theory,the infrastructure is the nature of public service,it is impossible to achieve the complete privatization of the construction and management,the need for government public management departments directly or participate in the implementation of.The benefits of public-private cooperation is that the government through the guidance of private capital into the field of infrastructure construction,so as to achieve the role of government guidance and private capital management capabilities to enhance the level of construction and management.Second,the principal-agent theory.In the cooperation process,the government is the representative of the interests of the people,but the government lack of funds and experience in the construction of public facilities and management,to entrust the third party(private capital)engaged in construction and management.The government provides the infrastructure and services for the masses by entrusting private enterprises.The relationship between the relevant government departments entrusted to private enterprises engaged in construction and management,the government played a principal role,the private enterprise is playing the role in the relationship between the people and the agency;the relevant government departments,the masses play principal role,the relevant government departments play acting roles.In the principal-agent relationship,how to make a reasonable incentive plan is the key to the success of public-private partnerships.Second,this paper studies the forming process of public-private partnerships in the process of urban infrastructure construction.First,from the public expenditure and social public needs and market efficiency analysis of three aspects of city infrastructure construction into public-private partnerships in China;secondly,puts forward three kinds of commonly used form of China's public-private partnership,respectively for franchising,outsourcing and privatization;finally,from three aspects to determine the management of project cooperation the choice of partners,partners of public-private cooperation in the process of change.Third,this paper analyzes the problems existing in the use of public and private cooperation in urban infrastructure construction in china.Through the analysis of the status quo,grasp the 7 aspects currently sitting in public-private partnerships: is the legal system construction is not perfect,the role of government and the concept is not new,the imperfect supervision system,project financing obstacles,state-owned enterprises and private enterprises competitive inequality,risk management is not perfect,lack of professional talents;and the analysis of three typical cases,summed up the PPP model of good practices,to provide reference for the following proposals put forward.Fourth,combined with the previous research results,this paper puts forward the use of public-private partnership model.First of all,need to establish a standardized system of laws and regulations,provide legal and institutional guarantee for the use of public private partnerships;secondly,perfect supervision system,clear the government regulatory responsibilities,supervision way and supervision mechanism;three is to improve the mechanism of interests,are the risk allocation mechanism and cooperation mechanism of income.The last is to speed up the reform of the financing system,to create an environment for the introduction of public-private partnerships.
