Performance management is an effective means of the management in modern enterprise.Individual and organization performance can be improved sustainably through performance management,thus strategy target of enterprise and win-win situation can be realized.Enterprise performance evaluation system is the core of performance management,and its design systematicness,scientificity,applicability and operability directly determine the success or failure of the performance management.At present,each enterprise uses its own performance evaluation indexes,different from each other,which is caused by its business philosophy and affected by its development phase and operation level.Some enterprises ' performance evaluation index systems are systematic and scientific,helpful in promoting enterprise operation;while the others are on the primary stage,and the integrated evaluation system has not been formed,thus it has little effect on improving individual and organization.How to establish an effective performance evaluation system as per the actual business operation is the subject of this paper.Based on the performance evaluation theory of balanced scorecard,strategic management,system management and contingency,as well as study resul ts of domestic and international performance management,this paper analyzes the performance evaluation status of CRRC Zhuzhou Electric Co.,ltd,finds out the problems like lacking systematicness,non-combining with company strategy,poor targeted evaluation indexes,weak-operated evaluation standards,imperfect evaluation mechanism and non-standardized evaluation implementation.The main reason for the problem is that the management level does not pay enough attention to the performance management,and not forming the effected performance cultural atmosphere,and lacking professional performance evaluation system design.Under the strategy-oriented,systematic and complete,scientific and just,all-staff participation principles,to aim the target of promoting implementation of strategic goals,improving operation,implementing management philosophy,and establishing positive and progressive performance culture,new performance evaluation index system adopts the idea of layer-by-layer strategic analysis,and comprehensively qualitative & quantitative evaluation,to design a performance evaluation index system applicable to company operation development,from the aspects of company,department,team and individual.It includes index system like key performance index(KPI),goal set ting(GS),key behavior event and performance improvement,as well as comprehensive evaluation model consisting of index system,puts forward the implementable and optimized program,and provides appropriate guarantee from organization,system,culture and information.This paper has the reference value of offering a set of proven experiences and measures ofestablishing performance evaluation system for large and medium state-owned enterprise.
