The Research On The Poverty Reduction Performance Of Financial Aid For Poverty In Yuanling County

Since the development of poverty alleviation and development,China has made remarkable achievements,but there are still many problems in the use of financial aid for poverty.The important goal of the "13th Five-Year" period in China is to eliminate absolute poverty.Therefore,the research on the performance of the poor financial poverty reduction funds is the most important part of the current poverty alleviation and development work.The concentration of Yuanling County in Huaihua city belongs to the contiguous poor areas,It is a national key poverty-stricken county.It is also one of the poorer counties in Huaihua.The poverty in rural areas has a certain representation.Since the poverty alleviation and development work has been carried out,the degree of poverty in Yuanling has been greatly reduced,but there is still a difficult way to go to the"13th Five-Year" planning goal of overall poverty reduction in 2020.So far,Yuanling county has mainly relied on the input from the government's financial poverty alleviation funds to carry out poverty alleviation and development.Therefore,it is an important way to speed up the process of poverty alleviation and development in Yuanling County by exploring the poor performance of poverty alleviation funds in Yuanling county and improving the utilization efficiency of the financial poverty alleviation funds in Yuanling county.This paper makes an empirical research on the performance of Yuanling's poverty alleviation funds,and puts forward relevant countermeasures and suggestions.On the basis of studying and studying the related problems at home and abroad,this paper is guided by the theory of public goods,the theory of new public management,the theory of public entrusted economic responsibility and the theory of sustainable development.The relevant data of financial aid for poverty alleviation in Yuanling County in the last five years were selected,and the units and multiple regression models were established.The poverty reduction performance was analyzed from the three angles of the total amount of financial aid for poverty,the amount of different sources and the different investment.The conclusion is as follows:(1)the total investment of poverty alleviation funds in this area is inverse related to the incidence of poverty,the more the total amount of investment,the lower the incidence of poverty,the better the performance of poverty reduction.(2)in the classification of the financial aid for the poor funds in the region,the performance of reducing the poverty of the work relief funds is the most significant,because most of the work relief funds are directly used to improve the poor households.The production and living conditions can effectively improve the total agricultural output value,so the performance of poverty reduction is the most obvious.(3)in the classified investment of the financial aid for poor funds in the region,the performance of the funds to reduce the poverty of the projects such as the reform of the critical housing,the relocation,the rain and dew,the direct to the household poverty alleviation is the best,because the funds of this kind of projects have the living standard of the poor households.The level of income has been improved directly,so the performance of reducing poverty is remarkable.Based on the results of model analysis,this paper puts forward five suggestions to improve the performance of Yuanling's poverty alleviation funds:First,increase the investment of poverty alleviation funds and open new channels for the source of poverty alleviation funds;second,adjust the direction of financial support for poverty alleviation funds,simplify the procedures for the allocation of poverty alleviation funds;third,improve the management level of poverty alleviation funds and improve the performance monitoring and evaluation system of poverty alleviation;and fourth,adhere to the direction of industrial poverty alleviation and develop regional characteristics.Industry;fifth,strengthen the self construction of rural poverty subjects.
