DX group is a new integrated media group established by many media units,which Henan radio,film and Television Bureau follow the strategic policy of integrating development of traditional media and emerging media.Since its establishment,DX group,under the framework of national policies and regulations,has explored the idea of government reform methods and media convergence development,business model innovation,management mechanism for optimization,so it has achieved social benefit and economic benefit in that course of development.However,due to the institutional nature and historical evolution,the group still has many problems in the development.The key to solve these problems is to seize the key personnel of the group--middle-level cadres and improve their execution ability,so as to gradually promote the overall management mechanism of the group.The implementation force of the middle level cadres of DX group mainly exists the problems: because of the unsound of corporate incentives and restraints and the inability to execute,because of the imperfection of the individual knowledge that can't be carried out,because the corporate system is not mature enough to execute,and because of the lack of flexibility in the management of the organization and so on and so on.In view of the above problems,this paper explored the relevant strategies of group optimization management from three aspects: execution intention promotion,executive ability improvement and execution environment improvement,and constructed a set of middle-level cadres to implement the promotion mechanism.Specifically,the research firstly summarized the management theories and practical experience of human resources,and analyzed the incentive and restraint mechanism construction of middle-level cadre management,performance appraisal system construction,salary system optimization,elastic welfare plan,career development planning,etc.,and designed practical implementation methods based on the actual situation of enterprises,so as to promote the implementation intention of middle-level cadres.Secondly,according to the requirements of the group's strategic planning and business development for the middle-level positions,the factors of vocational competence were extracted,described and graded,and the competency model of middle level cadres of DX group was constructed.Based on this,the competency of middle-level cadres was evaluated,and the ability development needs were analyzed in combination with the personal career planning analysis,and the development channels of vocational ability were built,and the internal training of the group was strengthened to improve the executive ability of middle-level cadres.Finally,from the two dimensions of organizational management and cultural construction,the research put forward to perfect corporate governance structure,strengthen management,group control,optimize the organization establish fault tolerant error correction mechanism,build based on the execution of the business philosophy and the cultural system of the specific implementation plan,so as to improve the execution environment of middle-level cadres.DX group executive force of middle-level cadres enhance research involves many aspects of enterprise management elements.its improvement and improve process is a systematic construction process,and it is the point with surface implement ecological environment group organizational mechanism and process of total quality management.Its effective implementation depends on the management department with support at the top of the group,the effective cooperation of each specialized functional departments,all the staff especially the understanding of middle-level staff participation and reasonable financial funds,etc.
