The modern agriculture and the future development direction of agricultural system innovation mechanism is through the construction of new agricultural management system of subject of the new agricultural management is restricted by the shortage of funds,which limits the expansion of reproduction and the process of agricultural modernization.Therefore,to deepen the reform of rural finance,to crack the plight of the new agricultural business entities is imminent.Under this background,the rural land contract and management right mortgage arises at the historic moment,as an important part of the rural property rights reform,Sichuan province to carry out pilot projects in 10 areas of agricultural land mortgage loans.One of the two urban areas of Wenjiang,Chengdu and Chongzhou in the pilot area played a vanguard role,and achieved some results,but also exposed many problems.Through the advanced practice summary of Chengdu pilot area and the successful model,aiming at the existing problems,optimize suggestions on the existing policy,can not only activate the management right mortgage financing function.solve new agricultural business entities,financial problems,experience can also be extended to other areas,and promote the smooth development of management right mortgage.In this paper,case analysis,questionnaire survey,interview and system analysis are used.On the premise of combining related theories.the current status of supply policy pilot areas are summarized,and the effect of management right mortgage policy of farmland from success,the main mode and the three aspects of the development of new agricultural business entities are described.Secondly.through the questionnaire analysis the problems and reasons of
