Research On Social Security Of Land Lost Farmers

The eighteen major points of the Party pointed out that the social security system covering urban and rural residents should be fully constructed,and agricultural land should be arranged as a whole,and farmland occupied by non-agricultural construction should be strictly controlled,and 1 billion 800 million acres of cultivated land should be kept in the red line.On the basis of rationally controlling the farmland occupied by non-agricultural construction,the protection of the special group of landless peasants should be strengthened so as to maintain social stability.In twenty-first Century,Datong entered the stage of rapid industrialization and urbanization,which means that the scale of land expropriation will increase in a fairly long period of time to come.However,the land is the most basic livelihood guarantee for farmers,coupled with the lower level of social security in the countryside as a whole,once the land is lost,the livelihood of the landless peasants becomes a problem,which brings great pressure to society.Especially,the existing land expropriation system has a series of problems,such as low compensation standard,narrow compensation range,unfair compensation distribution,etc.,and further more,the burden of land lost peasants.Through the form of questionnaires,this paper investigated the social security situation of landless peasants in the southern suburbs of Datong,and found the existing problems.This paper argues that the government needs to be based on the current situation,on the one hand,improve the land acquisition management measures,improve land acquisition compensation standards;on the other hand,set up a special landless peasants social security mechanism to improve the existing security system.At the same time,the government should focus on the future,on the one hand,deepening rural reform,clear responsibilities income,on the other hand also need to gradually unify the urban and rural social security system,establish a long-term mechanism to ensure the skills training for farmers,farmers can into the city well.The first part is the introduction,the second part is related concepts and theories.The third part,from the economic and social development level,agricultural development,urbanization situation three aspects introduced the basic situation of Datong,analyzes the rural development and farmers income of the farmers,scale and distribution.The fourth part introduces the general situation of Datong old-age insurance for landless peasants,landless peasants,medical and social assistance,to understand the situation of landless peasants social security in the southern suburb of Datong city by questionnaire,then analyzes the five problems of social security of landless peasants in Datong,namely,the first land acquisition management approach is not perfect;second,compensation standard landless peasants generally low;third,landless peasants social security funds shortage;fourth,the employment of landless peasants narrow way;fifth,landless farmers social security policy implementation is not in place.The fifth part,through the reference and Enlightenment of domestic Beijing mode and Zhengzhou mode,put forward six countermeasures,namely,first,improve the land requisition compensation standards,improve the measures for the administration of land requisition;second,the implementation of laws and policies,the establishment of a special social security system;third,strengthen financial support,improve the social security funding mechanism;fourth,strengthen training and the guidance,improve the farmers' employment rate;fifth,to speed up the integration of urban and rural social security,improve the basic social security system;sixth,people-oriented,deepen the reform of the land system.The sixth part,summarizes the full text,finds the insufficiency,proposes the prospect.I hope Datong can do enough work in this area and do enough articles.
