Study On Waste Electrical And Electronic Products Recycling Policies In Liaoning Province

In modern life,electrical and electronic products has been tied up with people's lives.But over time,a large number of them will gradually face the inevitable end.Thus,recycling and disposal would become a common social issue.According to a conservative estimate of the Office of Environmental protection in Liaoning province,Liaoning,the social amount of major electrical and electronic products(including television sets,refrigerators,air conditioners,washing machines,computers five)in use retains about 48.55 million units,the annual waste volume will be over 4million.In March 2012,the government of Liaoning Province announced<Implementation Proposal to Establish a Comprehensive and Advanced Recycle System for Waste and Used Commodities>.The announcement will promote the best effort to establish the recycle system for waste and used commodities,with the intention to recycle the waste and used electronic products efficiently.If the recycle process is implemented properly,it will reduce the harm to soil,underground water,and the atmosphere as a result of illegal dismantling.In additional,it will enable the recycle and good use of any potential recourse.This will not only ease the pressure to the environment brought by the continuously increasing amount of the waste and used electric and electronic products,but also improve the efficiency to make good use of resources for Liaoning Province,to achieve the sustainable development more quickly.However,under current circumstance,the policy has not brought any obvious or significant effect.The percentage of proper recycle represents only 10%,with the rest of them being recycled or processed illegally by small unapproved business.Liaoning waste electronic products recycling system will be discussed as a core in this paper.Journal reviews,survey methods will be applied to a systematic and comprehensive analysis of Liaoning province,waste electrical and electronic product recycling policy.Research frame structure is divided into six chapters.First chapter introduced topics background,research meaning,research method,and both domestic and abroad research profile and innovation points in this paper;second chapter introduced papers related concept,system,and theory;third chapter introduced Liaoning province abandoned electrical electronic products recycling status,recycling policy situation and effect;fourth chapter analysis the existing issues and causes of Liaoning province abandoned electronic products recycling policy;fifth chapter proposed solutions to Liaoning province abandoned electrical electronic products recycling policy problems,which mainly including sound legislation,and supervision and the developed supporting measures,trial recovery deposit system for waste electrical and electronic products etc.The final point will conclude based on the above research and also point out the shortcomings of the research in the paper.
