Into the 21st century, China's electronic industry has a swift development. The type and quantity of electronic products are in the global leading level; meanwhile, the discarding of them is at an all-time high. The Waste Electrical Electronic Equipment (WEEE) in China has become one of the main environmental problems. However, WEEE is a kind of resource which can change the traditional pattern of resource consumption, and achieve a win-win situation for economic benefits and environmental benefits if recycled reasonably by means of circular economy.For now, management for recycling and disposal of WEEE in China is still at a stage of a primary market spontaneously formed, when the existing policies and laws lack of pertinence and operability on WEEE management. Actually, the disorder of WEEE recycling and disposal mainly lies in the state of no definite management rules for the supervision department, no definite regulators and responsibility, and lack of effective incentive mechanism for the link of our current electronics in all aspects from design and production, recycling to disposal. In contrast, developed countries like Europe, Germany and Japan start earlier, have a richer practical experience and a more mature research, which are of great significance to perfect our WEEE management.The thesis contains four parts:The first part is an overview of WEEE management. This section describes the concept and characteristics of WEEE, and the theoretical basis for the system, mainly contains the theory of cleaner production, interest analysis theory, extended polluters responsibility system and life cycle assessment system.The second part takes GuiYu as an example, and the empirical analysis of the status and shortcomings of China's WEEE recycling and disposal is conducted. Through on-site inspection, analyze the main problem of China's legal system of the current WEEE recycling and disposal legal system.The third part is the introduction of legal system of foreign WEEE management. The WEEE management system of EU, Japan is introduced the responsibility setting, the recycling systems, the recycling payment mechanisms. Be aimed at exploring and discussing the commonness, the individuality and the beneficial attempt on the design of national systems.The fourth part is proposing to perfect the legal system of our current legal system of WEEE management. Based on the status and shortcomings of the legal system of our WEEE management, though a feasibility analysis, refer to the international advanced experience, introduce market access system and qualification management system, perfect extended polluters responsibility system, construct a suitable legal system of WEEE management for China's national conditions.
