With the aging of population raising globally.The number of the old men who are disabled or mild disabled is increasing.Caring costs rise in recent years,so is the fee of caring the disability,which brings great economic burden to patients and their families.Based on this background,the long-term care insurance products arisen at the historic moment.It has become an important means to cope with the aging of the population in developed countries.As early as in 2000,our country had stepped into an aging society,The elderly pension and nursing problem has become the focus of the whole society.In recent years,the Chinese government has issued the policies to encourage the development of long-term care insurance,and developed experimental unit of long-term care insurance in 2016 across the nation.The level of aging population in Lanzhou has already exceeded the average level of the country and of the whole province.In this severe situation and the under the background of the national new deal,it seems particularly important to explore the scheme of developing the social long-term care insurance in Lanzhou.In this paper,we make use of questionnaire,and combine with the existing statistical data,to analyze the necessity of developing the social long-term care insurance in Lanzhou,thinking about the situation of population aging,the residents' demand for long-term care and the disadvantages of the existing commercial long-term care insurance products.Then,by drawing on the successful experience of developed countries and regions at home and abroad,from the management mechanism,the coverage,the payment conditions,financing channels,payment method,and process of reimbursement,deeply discusses the scheme to carry out the social long-term care insurance in Lanzhou.After that we make the evaluation of feasibility from the perspective of economic feasibility,political feasibility,social feasibility,and puts forward the possible problems of the scheme.Finally,the paper argues that Lanzhou government should issue and perfect the relevant laws and regulations and improve the efficiency of financial subsidy for older people.The community and home care model will be the mainstream in the future.It should be reinforced to advertise the social long-term care insurance.At last,we put forwardfour proposals for Lanzhou to carry out the social long-term care insurance.
