Research On The Development Of Industrial Clusters In Hunan Province's County Industrial Parks And Countermeasures

With world-wide industrial parks developing,industrial park,which plays an important role in promoting economic and social development,deepening reform and opening up,innovating management system,has become an important pole of the regional economy.County industrial parks are becoming the major carriers of China's real economy and industrial clusters are the main form to improve county industrial parks' competitiveness.At present,the development of Hunan province's county industrial parks has been driving into fast lane.Although as the great engines to promote Hunan province's economic development,the main carriers of Hunan's opening up to the outside world and the significant platforms of transformation and upgrading,county industrial parks have some problems,for instance,it's difficult to show corporate competitive advantages because different county industrial parks lack tight industrial division and cooperation.Thus,vigorously promoting industrial clusters development of county industrial parks is the primary task to expand county economies and accelerate industry transformation and upgrading.Beginning with international and domestic research,reviewing relevant theories on industrial clusters,based on growth pole theory,industrial location theory and industrial clusters theory,this paper analyzes the development of industrial clusters in Hunan province's county industrial parks from the following aspects:the whole performance,spatial arrangement and function of industrial clusters in Hunan province's county industrial parks.On the basis of 88 county industrial parks' statistics in Hunan province,the paper indicates that there are some problems about the development of industrial clusters in Hunan province's county industrial parks mainly as follows:county industrial parks which have high degree of agglomeration are of very small percentage in the Hunan provincial industrial parks,the regional distribution of the county industrial parks which have high degree of agglomeration is out of balance,the county industrial parks which have high degree of agglomeration have less technology-intensive industries,etc.The causes of these problems are multi-faceted:the planning layout of industrial clusters is ineffective,the demonstration effect of industrial clusters has little impact,the diffusibility of technological innovation is not strong,the security system is not perfect,the quality of entrepreneurs is not high and management system and mechanism of parks is unsmooth,etc.Then,this dissertation anatomizes industrial clusters' development experiences of developed countries and regions from the aspects such as funding policy,technological policy,talent policy,innovation policy,business policy,market policy and cyberspace policy,etc.At the same time,the paper discusses the industrial clusters strategies in Hunan province's county industrial parks from the aspects of international and domestic situation,principle of development,general idea and focus options,etc.Finally,this paper proposes policy suggestions from the angle of industrial clusters' organizational support,research and development,market promotion,talented person team,financial innovation,fiscal levy,external environment and international development of county industrial parks and the prospect of the research is discussed as well.
