Faced with the increasing competition of market environment,enterprises have to change to survive.The ability to manage cost,time,talents and business opportunity represents the project management capacity and the competitiveness of the enterprises.The cost management of the facility reconstruction reveals the comprehensive project management capacity of D company.Due to many uncertain factors,underestimation of the difficulties and a weak team,the control of cost is not that effective.Based on the insight analysis and study of this project,the author will share some experience and approaches and provide reference for the cost management of other reconstruction projects.First of all,this thesis described the theory of project management and cost management,and introduced the application tools such as Break-Even analysis,value project analysis,earned value analysis et al.,which are used for the engineering project management and cost control.Secondly,based on the analysis of the status quo of cost,the composing of the cost was clarified.The constituent elements of cost at different stage were identified.The inadequacies of the cost management lie in the faulty budget,insufficient estimate of the old facility and equipments,lack of personnel,unreasonable contracting mode,and faulty terms of the contract.Based on the analysis of these issues,the author designed some new approaches to analyze the need of the reconstruction project,to estimate the old facilities,to organize the implementation of the project,to optimize the cost management mode and to promote the execution of contract.The optimization approaches is based on the model of this project,and most of the data is first hand,including some s of the contracts.The author hopes that these will provide some inspiration to the other similar reconstruction projects.Referred to the cost management optimization,the influence of uncertain factors on the cost was presented.Consequently,the fine cost management was proposed as an improved approach.Finally,based on the review of the main content and results,the author proposed that further study of the replacement of equipment and material with homemade ones and the direct purchase of them will conduce to more efficient control of cost.In this thesis,theory was combined with the practice and the practice of cost management was lead by theory.Although there is still some deficiency in the project management,the reconstruction project of semiconductor fab is rarely heard of.Therefore,this thesis is valuable to the cost management of facility reconstruction of high-tech electronic foundry.
