Research On The Impact Of Environmental Regulation On The International Competitiveness Of China's Textile Industry

Enter twenty-first Century,environmental protection has become one of the three major themes juxtaposed with peace,development.The pollution has no borders,many international organizations such as the United Nations Conference on Trade and development.United Nations Environment Program,the organization for economic cooperation and development will list the environmental problems as the major issues of the organization,emerging in an endless stream of laws and regulations of environmental protection and envvironmental standards more and more.Under this background,environment and trade issues become the focus of attention,especially the changes in environmental regulation caused by the industrial competitiveness.There exists great controversy in academic circles.Textile industiy is the pillar industry of our country tradition,as a labor-intensive and export-oriented industry,the textile industry is important to solve the problem of surplus labor force in China and export problems.At the same time,the textile industry is a true high-polluting industries,the waste water displacement in 18 major industrial sectors ranks second;exhaust displacement ranks fourth.This extensive development mode is increasingly impacted from developed countries high environmental regulation.According to the academic controversy,this paper takes the Chinese textile industiy as the research object.Firstly through qualitative and quantitative analysis to describe and measure the international competitiveness of Chinese textile industry;secondly,sort out the internal and external environmental regulation faced by Chinese textile industry and especially establish the environmental regulation strength index system to quantify the environmental regulation;then use the statistical data of 1992-2012 to examine whether there were specific relationship between environmental regulation and the international competitiveness of China's textile industry by empirical method,clearing influences of environmental regulation on the international competitiveness of China's textile industry is strong or weak.The test results showed that in the short term,high strength environmental regulation on the international competitiveness of China weakens the textile industry;but in the long term,if textile enterprises can comply with national environmental standards and take full advantage of the opportunities teclnology upgrade,they will be able to turn the corner in the international competition and promote the competitiveness.Finally.the paper puts forward relevant policy recommendations to enhance the international competitiveness of Chinese textile industry from the perspective of the government and enterprises.
