Study On The Government Regulation Of Chinese Textile Industry

China's textile industry has witnessed a 60-year ups and downs since the foundation of China. The textile industry has become one of the pillar industries in China's since the foundation of China. It is not only to meet the domestic consumption, but also of the major industries to earn net foreign exchange. Since the beginning of the reform and opening up, the textile industry has followed the rules and requirements of the market development to carry out the resources allocation, which has greatly enhanced the competitiveness of the textile. By the market allocation of resources, China's textile industry has established a complete industrial system and a well-developed upstream and downstream value chain. However, the rapid development of textile industry is also facing with many challenges. At present, due to the weak operating performance and market concentration, and the problems of international trade disputes of textile products, the textile trade barriers and endless environmental pollution, product safety problems caused by textile materials and textile technology, all the problems are challenging the people's living and social harmony and stability. China textile industry has a lot of great opportunities of development; in the meantime, it also faces enormous challenges. These challenges, some can be adjusted through the market as the main configuration, while others need government's help to set up institutions, establish and improve the regulatory system, improve the control laws and regulations, particularly in social control. This paper is basically divided into four parts:The first part discusses the background of the government regulation in textile industry and defines the boundaries and economic characteristics of government regulation and then discusses the current status of textile industry study, and demonstrates the development of government regulation in textile industry in China.The second part indicates the necessary of government regulation from the views of economic and social needs.The third part is a study on challenges of the government regulation organizations, policies and tools in textile industry in China.The fourth part is an analysis of three main areas of government regulation in China, namely, export regulation, environmental regulation and security regulation. Then it proposes various countermeasures according to the different features of the three areas. Combined with the actual situation of China's textile industry, we put forward five develop system and paths for government regulation in textile industry.In this paper, the main theory is based on industrial economic theory, public choice theory and government regulation theory. From the perspective of government regulation, with the analysis of the structure of China's textile industry and the review of government regulation of China's textile industry, this paper tries to clarify the challenges of China's government regulation facing in textile industry and eventually points out that the develop paths of government regulation and regulation methods of China's textile industry.
