Research On The Communication Management Of China Telecom Management Support System National Centralized Project

The Project of China Telecom Management Support System National Centralized is an information construction project covering seven internal management majors,including four modules.The project is characterized by rich connotation,complex function and wide range of involvement.In the implementation of such a complex IT project in a state-owned enterprise like China Telecom,communication management in project management plays a very important role.Based on the project as the research object,this paper analyzes the project characteristics,identifies problems and causes combined with the present situation of communication management in the first phase of the project including project approval,demand analysis,development test and launch.The improvement plan is designed from five aspects:project communication plan,communication responsibility and division of labor,communication path and way,result output and communication management tool.This paper demonstrates the optimization of the project communication management from three aspects:revising and improving the project communication management plan,effectively supervising the project communication management process,and ensuring the communication management process,and evaluates the optimization effect at the end.The results sho w that after the optimization of the improvement scheme proposed in this paper,the project has achieved the effects of more attention and support from the company's top management,higher quality of project demands management,more effective management of project stakeholders,more open and transparent project information,more harmonious project environment,and more standardized project work.
