Financial Business Integration System Based On FASP 2.0 For Centralized Deployment

The construction of Finance Application Support Platform(FASP)in Shandong Province began in 2010.As of 2013,almost all cities had completed the integration system based on FASP 1.0.With the deeply involved in the core business systems on FASP,the platform's basicity,interoperability,scalability and other aspects had also been fully verified and demonstrated,but its support capability have gradually encountered obstacles,which were mainly manifested in the fact that the basic data management is not in place,the respective deployments are scattered,and the data exchange between different levels cannot be effectively realizedAccording to the deployment of the Ministry of Finance(MOF)and the Shandong Provincial Department of finance launched the FASP2.0 upgrade conversion in the 2016.The main purpose is to unify the basic elements,complete the centralized deployment at the provincial and municipal levels,realize the connection between different levelsFASP2.0 sets requirements for the enforcement of basic data specifications The standard storage component solves the standard format of business data stored on the platform.The data exchange component technically solves the problem of data exchange channels between finances at all levels.The architecture supports multi-year and multi-regional centralized deployment,which is conducive to the formation of a centralized and unified data center.On the basis of FASP2.0,the integrated business system was rebuilt and the functions were improved to achieve a smooth transition from 1.0 to 2.0 for the underlying support platform to meet the general requirements of the MOF for "five unifications".The integrated business system includes core business modules such as departmental budget,treasury payment,and accounting,which support the government's daily capital expenditure and financial management.In this case,the implementation of centralized system deployment greatly improves the security and stability requirements of application services compared to the original system.Therefore,this article describes some deployment environments,deployment parameters and system disaster preparedness details.Combining the characteristics of the financial business of various cities in Shandong Province,this article proposes a solution to the upgrade of the integrated business system in the case of centralized deployment of multiple divisions from the aspects of the deployment and data conversion of the FASP 2.0 and the construction of a new integrated business system It has been used and verified in the actual upgrade and conversion,which has a positive significance for changing the original single-level financial business model,completing the financial business upgrade and centralized deployment practice..
