With the rapid development of multimedia technology,video has become an indispensable part of daily life and work.High Efficient Video Coding(HEVC),as a new generation of video coding standard,has twice the compression performance of the previous generation of video coding standard H.264/AVC.High definition video has attracted more and more attention because it can provide a clear visual experience.At the same time,the demand and problems of efficient video coding optimization have become prominent.With the limited transmission and storage resources,the requirements of user experience are limited.How to obtain higher user experience quality with limited resources has become a hot research topic(1)In video coding,the rate control module can be used to optimize the rate distortion Rate control consists of bit allocation and quantization parameters determination,and bit allocation is a flexible part of rate control,and its optimal allocation greatly affects the rate-distortion performance.The video content characteristics are significant for bit allocation,and to model the accurate relationship between video content characteristics and bit allocation is essential for bit allocation optimization.Therefore,a video content characteristics based bit allocation optimization method is proposed.By establishing the relationship model between search points,spatial-temporal complexity and bit allocation,the bit allocation at different levels of frame level are achieved.The experimental results show that the encoding effect of the proposed method is better than the HEVC bit allocation method(2)In addition,there are different types of compression distortion in the encoded video For eliminating these distortions,the loop filter module is used in HEVC.However,the existing loop filtering methods cannot effectively eliminate the compression distortion.Therefore,in order to further improve the quality of video,this paper proposed a CNN based loop filter method,including normalization method,feature fusion block,etc,which can efficiently eliminate the compression distortion.The experimental results show that the proposed method can eliminate the compression distortion better than the loop filtering method in HEVC.
