Research On United Nations Cybersecurity Governance Mechanism

The rapid development of information technology has made cybersecurity increasingly popular.On one hand,global cybersecurity incidents frequent happened in recent years,posing a threat to user privacy,commercial property,and even national security.On the other hand,cybersecurity capabilities of different countries are polarized,revealing a large gap between under-developed countries and developed countries.The increasingly severe cybersecurity situation calls for effective governance.The role of the UN mechanism is particularly prominent in global cybersecurity governance mechanism.As a major international multilateral platform,the United Nations promotes multilateral cooperation in cybersecurity governance.Under the multi-stakeholder governance pattern,the United Nations also helps coordinate non-governmental entities such as individuals,businesses,and social organizations to participate in the cybersecurity governance process.Based on this,this article conducts an in-depth research on the UN cyber security governance mechanism.In terms of organizational structure,the United Nations agencies involved in cybersecurity governance mainly include the United Nations system,the United Nations specialized agencies,and other subordinate agencies.Due to cybersecurity associates with wide fields,the United Nations has many institutions involved in cybersecurity governance,and many traditional institutions have also been endowed with functions for cybersecurity governance.In terms of operating modes,the UN cyber security governance's operating mechanism can be broadly classified into the"advisory-decision" mode,the inter-agency cooperation mode,and the dual-acting mode.In terms of rules and regulations,since 2004,the results of several UN Group of Government Expert on Information Security(UN GGE)have been written into the General Assembly's resolutions,which has promoted the emergence and development of network security norms and rules under the UN framework.Various initiatives under the UN cybersecurity governance mechanism have promoted the multi-stakeholder participation and promoted the development of cybersecurity assistance at the international level.This article uses the United Nations' cybersecurity governance in the field of automotive autonomous driving as a case to analyze the governance effectiveness of UN framework.The United Nations has promoted the emergence of rules for cybersecurity governance of autonomous driving,but there are also problems such as insufficient representation in under-developed countries and low enforcement effectiveness.Generally,the UN cyber security governance mechanism faces difficulties in capabilities and organization.In terms of capacity,the United Nations lacks the ability to coordinate and enforce constraints on sovereign states;in terms of organization,the number of internal organizations of the United Nations is enormous and their degree of unified coordination is low.The rise of regional organizations and bilateral mechanisms has also weakened the United Nations status.Facing the predicament,the United Nations should avoid the conflicts on governance principles among major powers,strengthen practical cyber security cooperation from areas with high operability,give full play to the role of the UN GGE to improve the organizational integrity of various United Nations departments,and further promote international cybersecurity laws and regulations.
