As an innovative trade method of int information technology applied to international trade,cross-border small e-commerce,has gradually become the new engine of various economic growth countries with its prominent trade facilitation characteristics and strong trade price advantage.Compared with traditional international trade, based on international division of labor and comparative advantages between countries, resources are replaced and benefits are improved Based on the open platform of int, small cross-border e-commerce can not only greatly reduce the barriers to entry of international trade(markets),but also increase international At the same time, the number of trade participants(beneficiaries)can also effectively improve the efficiency and welfare of international trade, and thus achieve universal trade. The full text is based on the globalization and cross-border e-commerce boom in the context of the development of Pratt&Whitney trade, using the UPU cross-border postal parcel input quantity for the proxy variables of small cross-border e-commerce input, borrowing Jones and Klenow(2010)The method of calculating the consumer welfare index by constructing the consumption compensation model is combined with the actual three dimensions of consumption, leisure, and income distribution equality to calculate the resident welfare index and estimate the welfare effect.Based on the theoretical basis, based on the analysis of the mechanism of the small cross-border e-commerce input on the dimensions of the welfare level of residents, the author puts forward relevant hypotheses about the final impact of small-scale cross-border e-commerce on the welfare of residents, and conducts empirical tests. In terms of empirical analysis, referring to the empirical method of Freund and Weinhold(2004),using the extended gravity model as the benchmark model, taking the small cross-border e-commerce input data from 53 countries in 2006-2015 as a sample, using the double fixed effect model. An empirical test. The main conclusions of the study are:small cross-border e-commerce input has a significant positive impact on the welfare level of residents;and the resulting welfare effect of residents has a greater impact on developed countries with higher income levels and Europe. The impact of small cross-border e-commerce on the welfare level of residents is limited by the combined effects of the country's economic development level, government purchase expenditures, education, and Internet application infrastructure.
