In recent years,as the terminal of commodities,urban distribution has shown a vigorous development trend,which has promoted the rapid development of logistics industry and urban economy.But at the same time,But at the same time,it also brings many external non-economic problems,such as traffic congestion,environmental noise pollution and so on.To this end,various government departments have issued various types of vehicle control and restriction policies to ease road traffic pressure and reduce environmental pollution.However,the implementation of this series of control and restriction policies has set up layer after layer of "shackles" for urban distribution activities,which seriously hinders the development of urban distribution activities.Therefore,in order to ensure the smooth development of distribution activities of urban distribution enterprises and reduce the impact of traffic control,it is necessary to take traffic control into account in the planning of distribution activities,so as to achieve targeted planning of distribution activities under different control situations.The main contents of this paper are as follows:(I)Based on the existing traffic control,this paper probes into the regional traffic control and section traffic control which are common in daily life and have more influence on urban distribution,and establishes the vehicle routing planning model of urban distribution under the two control situations respectively.(II)Aiming at the planning models under two kinds of control situations,the corresponding solving algorithm is constructed based on genetic algorithm,and the algorithm is adjusted according to the control constraints.Finally,the accuracy and validity of the solving results are verified by an example.(III)The model and algorithm are applied by the case of Taking Pinjun Holding Co.,Ltd.(hereinafter referred to as PJKK Company).The distribution activities of the company are planned under three different control situations,based on this,the impact of planning results and traffic control situations is analyzed and the suggestions are put forward for the planning of urban distribution activities.The final conclusions of this paper are as follows:(I)For urban distribution enterprises,it is very important to plan urban distribution activities beforehand,especially in the traffic control situation,it is necessary to plan and distribute in different control situations.(II)Regional control will not only reduce the distribution time of distribution enterprises,but also further increase the distribution time of distribution vehicles.Therefore,when dealing with regional control,distribution enterprises need to prepare sufficient distribution capacity to ensure the timeliness of distribution.(III)The influence constraints of section control are less than those of regional control,and distribution enterprises can use bypass roads to avoid section control effectively.At the same time,the road section control situation and the regional control situation are considered separately,and the optimization results are more reasonable and effective.Therefore,it is necessary to carry out targeted distribution planning for different control situations.
