Credit assessment of small and medium-sized companies is an important link of the bank credit decision approval.A precise decision model of credit assessment designed by bank,which helps to achieve precise assessment of credit risk of clients,efficient management and inquiry of various credit approval history as well as clients' information,is the key technical assurance for business institution and credit approval personnel to master all types of daily information and make fast decision.,it is also an important measure to serve daily management of all grassroots organizations.Currently,credit approval decision of small and medium-sized companies rely on expert's qualitative opinions,thus there exist issues such as inconsistency of approval standards,weak ability of risk control and prevention.As a result,it is of high priority of establishing a credit approval decision model suitable for local small and medium-sized companies.This paper studies and designs credit decision model based on non-incremental SVM(support vector machine)algorithm,targeting the credit assessment system for small companies of a certain state-owned industrial bank,incorporated with the specific regional and industrial characteristics of small size companies in Zhejiang province,focused on the existing issues such as lack of review dimensions and low coverage of review measurements.Through analysis of current issues of loans to small companies in Zhejiang,this model includes additional qualitative and quantitative measurements for the risk sensitivity and macroeconomic dimension,creates a review model for small companies in the textile industry based on the existing review measurements according to the company's micro level.The design of the model helps to achieve approval and pricing decision for corresponding business,filter high quality clients,decrease the bank's workload and avoid the credit risk effectively.This paper also described the application of the decision model in this certain state-owned industrial bank,and analyzed the high importance of the non-incremental SVM decision model in that bank.It established a new type of credit approval decision system by using point card based on the SVM model,and demonstrate the system through corresponding operational test and simulation.Thus this model has instructional meaning for credit management and credit prediction for the bank,it also provides reference and basis for the expansion of credit business for small and medium size companies.
