With the popularization of mobile Internet and the increasing demand of content distribution, especially for videos, the information centric network(ICN)is considered to be one of the next generation of Internet prototypes, due to its natural advantages in terms of mobility and content distribution efficiency. And video distribution system built on ICN has been widely concerned and research. As a content-centric system, caching strategy is a key research direction of ICN,and Scalable Video Coding(SVC)is a research hotspot in video distribution in recent years. This paper analyzed the combination of the both.Firstly, the video system was mathematically modeled and the mathematical expressions of user behavior, video popularity, user experience and caching efficiency were given. Then, the primary existing caching strategies were analyzed, and a new strategy PoProb, which considers video popularity as the caching probability was proposed. Moreover, the simulation of PoProb was completed using the AMuSt simulator based on the ndnSIM simulation platform.Comparing with LCE and Prob, the two most widely used caching strategies,PoProb can improve user experience and cache efficiency to a certain extent. Finally, the future of ICN caching research in SVC video system and the development of PoProb were prospected.
