China's OFDI has grown for 14 consecutive years since 2002.By2017,China's OFDI has ranked second in the world.China has narrowed the technological gap with developed countries through a large amount of foreign direct investment, and achieved technological catch-up and output by absorbing advanced technologies from developed countries. In this paper, the reverse technology spillover effect analysis framework of OFDI is firstly worked out based on previous research results.Secondly, the paper summarizes the foreign investment of three cases of high-tech enterprises, and summarizes the main factors affecting the reverse technology spillover effect: foreign direct investment, human capital, technology gap; Then, according to the relevant theory analysis of the relationship between the variables put forward assumptions, and establish a regression model to verify the relationship between the variables to verify; Finally, the results are analyzed and the following conclusions are drawn: firstly,in the high-tech industry,OFDI does have reverse technology spillover effect, and increasing OFDI will promote the technological progress of the home country;Secondly, appropriate technology distance can enhance reverse technology spillover effect of OFDI in high-tech industry. Finally, the exertion of reverse technology spillovers is restricted by the absorptive capacity, that is,only whenenterprises increase fdi on the basis of certain absorptive capacity, can positive reverse technology spillovers be generated.
