In recent years,there is more and more demand for HD and UHD video,and accordingly,the requirement of video coding technology is becoming higher and higher.A consortium of standards committees and international companies has come up with a variety of high-performance video coding protocols and industry standards.They follow the traditional hybrid video coding framework,however,the details of the protocol implementation are different,and the performance of the protocol is also different.In this paper,several kinds of high performance video coding protocols are analyzed.On the basis of this,the rate control algorithm in H.265 / HEVC high Efficiency Video coding is studied.Firstly,this paper introduces the research background and significance of video coding and rate control algorithm,and deeply analyzes the frame and key technology of hybrid coding structure.After that,the four latest HEVC,AVS2,VP9 and AV1 video coding standards are compared and evaluated from performance evaluation standards,test sequence and conditions.For HEVC video encoder,the existing rate control algorithms and related improved algorithms are summarized and analyzed.This paper presents an improved rate control algorithm based on the region of interest(ROI)of human eyes.Without changing the existing structure of the HEVC rate control algorithm on the combination of visual saliency regions of advanced extraction,with each CTU layer The salient region is a region of interest,which takes the region of interest as the basis for the rate allocation of the CTU layer.By changing the rate allocation weight of the CTU layer,the region of interest in the image is allocated to a larger bit rate and a lower bit rate is allocated to some regions which are not interested,and a rate control allocation strategy which is more consistent with the human eye characteristics has been formed to improve the subjective visual quality of the compressed video.The test results on HEVC reference software HM16.0 show that the proposed improved rate control algorithm based on the region of interest(ROI)not only improves the quality of video coding,but also improves the coding efficiency.
