Because of the great amount of encoding data, 3D video coding restricting its application area. In the typical video communication applications, the available bandwidth of the channel is limited, in addition the 3D video coding rate is affected by multiple view bit rate,so this paper was studied in the 3D video coding bit rate control algorithm. In order to improve the quality of the coded video and keep the code flow satisfy the available channel bandwidth as possible, in this paper, two improved algorithm about the latest 3D Video Coding standard HEVC(3D-High Efficient Video Coding) rate control algorithms was proposed.This paper puts forward that the 3D-HEVC key frame rate allocation algorithm based on R-? model. The first frame(key frame) on the each GOP in the non-base view is similar to the role of the I frame in the base view, the key frames target bit allocation algorithm on the non-base view was optimized. Algorithm analysis the base view and the non-base view have used the percentage of the coding bits, if the two percentage has a large difference,there will be allocated greater bits on the non-base view of key frame. On one hand, the algorithm can improve the quality of key frame, on the other hand be narrowed the distribution of bits between base view and the non-base view. Experimental results show that the algorithm can appropriately improve the distribution rate of the key frame, and then improve the coding performance of the overall 3D-HEVC,with introduction of small rate deviation.Paper further combined with the feature of depth map to optimize the 3D-HEVC in the LCU layer rate allocation algorithm. The original LCU layer rate allocation algorithm only based on the complexity of the texture block. In this paper, the proposed algorithm by considering the complexity of the texture and depth map for the current LCU block to allot target bits. The proposed algorithm within the scope allowed rate deviation, the bit allocation algorithm was optimized and improved the 3D-HEVC coding performance.Paper further combine the two kinds of optimization algorithm and compared the performance with 3D-HEVC rate allocation, with introduction of 0.38% ~ 0.54% rate of deviation and the same quality of recovery video, coding bit rate can be saved about-1.24%.
