| HEVC(High Efficiency Video Coding) is the next-generation video codingstandard after H.264/AVC.The goal of HEVC is to reduce by50%the data rateneeded for high quality video coding, compared to H.264/AVC standard, withoutdegrading the image quality. HEVC reserved the block-based hybrid encoding frameand adopted the newest technology in recent years in video coding field.In actual applications of video communication and storage, because of the limitof bandwidth and storage space, rate control is needed. The improvement of ratecontrol performance is needed to achieve better video quality under the situationwhen the bit rate is restricted for applications using HEVC standard.In this thesis, the rate control scheme for HEVC in document JCTVC-H0213ismodified. I proposed a new bit allocation method based on complexity of imageagainst the simple strategy of the document. Experiments prove that the new bitallocation method improve the PSNR of reconstructed videos. By analyzing thefeatures of low delay configurations, I proposed a rate control algorithm for low delayconfigurations.Experiments prove the PSNR of reconstructed videos are improvedobviously. |
