Our country is in an important transition period.The economic and social structure has undergone profound changes,and social contradictions are increasingly prominent.At the same time,with the popularization of Internet technology,the rapid information dissemination,the public through a variety of channels to obtain information and expression of will,in this social background,the occurrence of important social events easily quickly arouse the attention of the netizens,and then burst out social public opinion,bring pressure on the public opinion,endanger the stability of the society.Therefore,monitoring and management of Internet public opinion is a top priority.Our country is in an important transition period.The economic and social structure has undergone profound changes,and social contradictions are increasingly prominent.At the same time,with the popularization of Internet technology,the rapid information dissemination,the public through a variety of channels to obtain information and expression of will,in this social background,the occurrence of important social events easily quickly arouse the attention of the netizens,and then burst out social public opinion,bring pressure on the public opinion,endanger the stability of the society.Therefore,monitoring and management of Internet public opinion is a top priority.At present,our government's emergency management mechanism for public opinion is not perfect enough.Emergency measures lack the support of comprehensive public opinion information and reference resources.At the same time,there are various forms,rapid changes and complex content in the process of public opinion development.In the field of public opinion research,there is a lack of an effective way to manage and organize public opinion knowledge effectively,and it is particularly necessary to build a network of public opinion knowledge base.Based on the summarization of the research status of network public opinion,knowledge base and event chain,this paper mainly focuses on the following aspects.(1)This thesis analysis designs and builds a knowledge base model of Internet public opinion.First,based on the analysis of user needs of knowledge base,we build a knowledge base model of Internet public opinion,including resource layer,application layer and service layer.And the overall framework of network public opinion knowledge base is designed around the network public opinion event.The six sub knowledge,including the history network public opinion event library,secondary,derived network public opinion event library,network public opinion event chain library,network public opinion information base,network public opinion theme base,issue library and reference resource base,is designed and constructed.Library.(2)The construction algorithm of event chain of Internet public opinion is constructed.Firstly,the text of network public opinion is collected,and the events in the text are extracted and identified.Secondly,the co occurrence probability of events and events in the same topic is calculated.Finally,the relationship between events is analyzed according to the co occurrence probability and the event chain is constructed.(3)This thesis analysis the application scenario of network public opinion knowledge base based on event chain.The decision-making and knowledge support of knowledge base under the scenario of emergency decision and public opinion monitoring are analyzed respectively.The knowledge base based on the event chain network public opinion not only provides the public opinion workers with effective public opinion knowledge support,but also provides the necessary prediction for the government in the initial stage of the emergency,and provides the basis for the correct and reasonable countermeasures.Therefore,the research results are for network public opinion monitoring and public opinion.The supervision of the situation is of theoretical and practical significance.
