The development of a country or nation is heavily reliant on its talent resources,which have been identified as a key national policy in China.The implementation of talent policies is crucial in enhancing regional innovation capabilities.Hence,the introduction of the "Thousand Talents Plan" in 2008 and the "Ten Thousand Talents Plan" in 2012 was imperative.The "talent war" has seen local governments join in the pursuit of attracting and retaining talent.While studies have demonstrated that the first round of talent introduction policy had a positive effect on regional innovation capabilities in most cities nationwide,it is essential to consider whether the new round of talent introduction policy will have a similar impact.Moreover,the possible impact of housing purchase restrictions on regional innovation capabilities is worth exploring.These complex issues require indepth analysis.To examine the impact of the new round of talent introduction policy on regional innovation capabilities,this study employs panel data of all prefecture-level cities in the Yangtze River Delta region from the past decade.The analysis treats the centralized introduction of the new round of talent introduction policy as a quasi-natural experiment,and examines the time and quantity of talent introduction and purchase restriction policies in each city.The study uses a difference-in-differences(DID)model and heterogeneity analysis to investigate the impact of the new round of talent introduction policy on regional innovation capabilities,controlling for the purchase restriction policy during the same period.The study’s findings indicate that,compared to the first round,the new round of talent introduction policy has had a considerable inhibitory effect on the regional innovation capabilities of cities in the Yangtze River Delta region.Furthermore,this inhibitory effect remains significant while controlling for the purchase restriction policy during the same period.The mechanism of policy effect is through the crowding out of research and development innovation investment,which ultimately inhibits regional innovation activities.However,the study found that the policy has no significant impact on the city’s patent level.The inhibitory effect of talent introduction policy on the regional innovation capabilities of cities is more significant in those with low levels of education and scientific research investment,low housing prices,and low industrial development levels.This study proposes several recommendations according to conclusions,including changing the policy focus to promote policy transformation and upgrading,regulating the real estate market,and curbing the trend of rapid housing price increases.Furthermore,this study suggests the need to improve control indicators and conduct more diversified heterogeneity analysis for future research.Overall,this research underscores the importance of carefully assessing the potential impact of talent policies on regional innovation capabilities to ensure sustainable and inclusive development.
