Small-scaled rural schools play an important role in protecting children's right to education in rural areas,especially in remote villages,and promoting the development of compulsory education.Countries around the world have always put much focus on the development of small-scaled rural schools,and implemented many policies and measures to promote their development.However,small-scale rural schools still face many difficulties.The "19th National Congress" of the Communist Party of China explicitly proposed to take "Cultivating Morality and Cultivating People" as the fundamental task of education.For small-scaled rural schools,moral education management becomes particularly important.This paper takes Santai rural small schools for example.To figure out the current situation of moral education management in small-sized rural schools,the writer references a large number of literature,then conducts a questionnaire survey from six aspects: The objectives,organization,regime,staff and effects of moral education management,and the process management of moral education.Respondents includes principals,moral education management cadres,head teachers and common teachers of Santai small schools.Based on the results and interviews,this paper analyzes the current situation of moral education management,explores the deficiencies in moral education management,finds out the reasons and thinks about its countermeasures.Combined with relevant empirical data,it can be known that small-scaled rural schools of China have achieved certain results in moral education management.First,the schools' moral education management organizations are sound and the schools' regimes are relatively complete.The second,the cultivation of moral education management team has gained high attention.Third,more and more attention is paid to the connection between schools,families and the society.Fourth,actively carry out diversified moral education evaluation.The fifth,adopt the management mode of "School is Home".Although rural small schools has obtained some achievements,there are still some problems that are not well resolved,and these problems involves all aspects of students' families,their schools and the society.Through investigation and research,the writer knows that: For the moral education management of Santai small schools,the objectives are divorced from the reality of life,the moral education organization is not well in place,the team is not evenly structured,the processes management is not scientific,the effects on teaching and cultivating people by the subject is not significant,etc.Through study and analysis,the writer finds the main reasons for these problems are: First,there are limitations in the development of small rural schools.Second,there is a lack of internal recognition of local culture.Third,there is a lack of in-depth excavation and utilization of moral education resources in small rural schools.Fourth,the concept of examination-oriented education is deeply rooted.In view of these reasons,the author puts forward the following improvement strategies: First,governments and departments at all levels support the development of rural small-scale schools.The second is to establish a moral education management system that are well participated by all the staff.The third is to set up localized moral education management goals.The fourth is to carry out localized moral education activities according to local conditions.The fifth is to give full play to the role of subject teaching in moral education management.The sixth is to attract families and the society to join the school's moral education management system.
