The Usage And Management Problems Of Longitudinal Scientific And Vertical Research Funds Based On Management Perspective

Universities are the focus object of China's vertical research funds.As China's verticalresearch projects and research funds increases rapidly,the problems,such as the usage and management of the universities' research funds,come out one after the other.How to improve the utilization efficiency and management level of vertical research funds has become an urgent problem that needs to be solved in the development of scientific research.S university is the research object in this paper.First of all,combining the usage and management of domestic and foreign university research funds and the actual situation of S university,we found problems in the following five aspects:the management system,the budget management,the process of the funds usage,supervision and audit,andthe performance evaluation of the funds usage.Finally,based on the above five problems,we proposed solutions include combining the S university's actual situation with the usage and management of vertical research funds,building the sound budget management,promoting the training of management,improving the internal control and performance evaluation.Besides,we concluded several specific and creative implementation strategies,such as introducing research funds indirect cost compensation concept and building scientific information sharing platform and so on.
