Since the twentieth century,following the aging of the population structure in developed countries,some developing countries have also gradually seen an aging population trend.The aging of the population is mainly caused by the decline in fertility and the increase in the life expectancy of the population,which is also an inevitable result of economic development to a certain level.During the period from the beginning of the 20 th century to the middle of the 20 th century,China's population was in a state of rapid growth,but with the implementation of the family planning policy in 1982,China's population fertility rate fell rapidly.At the same time,after the reform and opening up,China 's economic level has developed rapidly,and people 's living standards have gradually improved,which has led to an increase in the life expectancy of our population.By 2018,the proportion of the elderly population in China has reached 12%,which is the same as that of the United States.The ageing of the population has profoundly affected all aspects of society.As an emerging industry,the Internet industry has achieved vigorous development in recent years,and then with the continuous increase of the ageing of the population,China's Internet development will gradually be affected by it.The direct manifestation of population aging is the increase in the proportion of the aging population and the decline in the proportion of the working-age population,which leads to a decrease in the relative number of working-age population,which means that the social-age working population has become scarce.From the perspective of supply and demand,the relative decline in the number of laborers will lead to a relative rise in labor costs,changing the capital-labor factor endowment structure,and forcing companies to improve production efficiency through technological innovation to compensate for the increase in labor costs.Therefore,people will pay more attention to the investment of human capital,and replace the decline of the labor force by improving the quality level of the labor force.Through combing the literature and analyzing the current situation of population aging and Internet development,this paper proposes the mediating effect of human capital stock on the impact of population aging on Internet development,that is,the human capital stock will weaken the adverse impact of population aging on Internetdevelopment.Under the background of population aging,the childbearing level is reduced,and the number of children raised is reduced.Families will pay more attention to their children's education investment.The increase in education investment will bring about an increase in the human capital of the whole society.At the same time,the extension of life expectancy makes people believe more Education investment will get higher returns,which will take more time to continue further studies and retraining,extend the number of years of work,improve the level of human capital,and improve the ability of technological innovation in society as a whole,thereby promoting the development of the Internet.Based on the above mechanism analysis,this paper establishes a functional model of Internet development on population aging and human capital stock.Using data from 31 provincial administrative regions in China from 2011 to 2018,the panel regression analysis is used to empirically test the impact of population aging on Internet development and The intermediary effect of human capital stock.The results show that the impact of population aging on the development of the Internet has an adverse effect,and the increase in the stock of human capital will lead to an increase in the level of technological innovation and thus promote the development of the Internet industry,eventually weakening the negative impact of population aging on the development of the Internet.Finally,based on the above conclusions,it is proposed that the relationship between population aging and Internet development should be objectively recognized,human capital investment should be increased,innovation-driven transformation should be accelerated,Internet infrastructure construction should be accelerated,and Internet resource public allocation should be enhanced.
