Professional innovative talent is an important branch of innovative talent team and the main contributor to the national innovation achievement.Therefore,the research on the incentive problem of professional innovative talents will help to excavate their creative potential,create more economic value,and promote the development of the construction of innovative talents in China.The focus of this paper is to build a comprehensive incentive system for professi onal innovative talents based on the comprehensive incentive model of Potter and Law ler and the theoretical knowledge of systematics.The analysis method of management and system theory,such as SWOT,ISM and Vensim software of system dynamics are used for the qualitative and quantitative analysis of the whole comprehensive incentiv e system.And the analysis of simulation modeling aims at clarifying the hierarchical r elationship between the whole systems and optimizing the comprehensive incentive sys tem of professional innovative talents.The empirical research part of this paper comes from Guangdong province.One of the main innovation results of this paper is to use the research perspective of systematic to analyze Potter Lawler's comprehensive incentive model and separate the model into two parallel subsystems which represent the internal and external circulation of the comprehensive incentive model.And the comprehensive incentive system of professional innovative talents is constructed according to the operational elements of this model.The SWOT and ISM analysis are used to analyze the evaluation index of the incentive content subsystem.Questionnaire is used to investigate the incentive satisfaction of the professional innovative talents in Guangdong province.Finally,the system dynamics analysis method is used to study the whole system variable,and come to the conclusion that material incentive can increase the satisfaction degree of professional innovation talents and improve their creative ability for the innovation achievements,and it will be enhanced significantly by adding spiritual incentives on the basis of material incentives.The most important evaluation index of the comprehensive incentive system of professional innovative talents is the incentive content subsystem,and the other six subsystems are to assist the effective operation of the incentive content subsystem.In the current situation of our country's incentive,material incentive is still in a relatively important position.While strengthening material incentive,the rational use of spiritual incentives can make the incentive effect.Therefore,in the process of stimulating professional innovative talents,the advantages and disadvantages of material and spiritual incentives should be fully considered,and the whole incentive system should be perfected so as to promote the continuous output of innovation results.
