While the wave of globalisation has lost some momentum because of rising populism,the landscape of international competition has been changed by revolutionary technological breakthroughs such as artificial intelligence.Geopolitics,resource competition and so on gradually give way to talent competition.In particular,the introduction of high-level talents has become not only a hot academic topic,but also an important social topic.In February 2016,the CPC central committee issued the opinions on deepening the reform of the system and mechanism of talent development,and the provinces and cities also successively issued new policies on talent development,making the "war for talent" more and more fierce.In this context,tongshan district also joined the war.This thesis mainly focuses on the analysis and discussion of the introduction of high-level talents in tongshan.Since the introduction of high-level talents in tongshan in 2009,certain achievements have been made in the past 11 years.However,in the new situation,it also faces many challenges,including the pressure of external environment change,the impact of established policies,and problems existing in local industries.By means of literature review,panel research and field investigation,this study firstly defines the concepts of high-level talents and introduction.It not only analyzes the views of predecessors,but also combines with the actual situation of the region,so as to frame the boundary of the issues discussed in this paper.Secondly,it summarizes the theories related to the introduction of high-level talents and some research and viewpoints on the status quo of the introduction of high-level talents at home and abroad.Thirdly,the status quo of the introduction of high-level talents in tongshan in recent years and the situation of the surrounding counties are compared and analyzed.Fourthly,it analyzes the problems and causes of the introduction of high-level talents in tongshan district from the internal and external perspectives.Finally,based on the above analysis,in combination with tongshan zone personnel bureau set up the concrete practice,put forward the targeted xuzhou tongshan zone high-level talent introduction countermeasures and Suggestions,advice content both at the request of the knowledge level,also have according to the actual circumstance of tongshan zone precision Shi Ce,including optimizing the function of tongshan zone personnel bureau set,on the way of introducing talents,expansion,the strengthening of the carrier and the role of five aspects,such as content,talent service soft environment optimization.It is hoped that the viewpoints in this paper can be a reference for the government departments of tongshan district in xuzhou city to make decisions on the introduction of high-level talents.There are 14 figures,4 tables and 71 references in this paper.
