How Do Talent Policies Of Universities In Shanghai Match Needs Of Young Return Academics

As national economic center,Shanghai has always attached great importance to international talents.Especially after the proposal of the global science and technology innovation center in 2014,the policy of introducing overseas talents was further enhanced.Colleges and universities in Shanghai are one of the most important innovation subjects for building the center.At the same time,some colleges and universities are part of construction of "Double World-class" programme and they are faced with the necessarity of improving themselves by introducing more international talents.As for the research on returnees,most literature focused on the policy of talent introduction,or on the migration,performance,re-adaptation,satisfaction or individual needs of return talents.This paper focused on how policy supply matched individual needs of young return academics.We hope that this research will provide reference for the reform of overseas talent introduction policy of universities in Shanghai.This research mainly focused on 3 research question: firstly,what do young talents who plan to return from overseas need,what factors affect their needs,and what is the priority and intensity of their needs? Secondly,what do universities and colleges in Shanghai provide for young return academics,and what is the priority and intensity of the policy supply? Thirdly,how does policy supply match individual needs of young return academics?Mixed research method was used in this research.Survey data of 186 overseas young talents who intended to return to China was collected to study the priority,intensity and influencing factors of individual needs.8 out of the 186 were interviewed to supplement and interpret the quantitative data.By analyzing policy text of 15 universities in Shanghai and 7 interviews,we obtained first-hand data of policy supply.Finally,based on data of policy supply and individual needs,this paper discussed the match relationship between them.Basic conclusions are as follows:Young overseas talents were willing to return to China and to work in universities.There were mainly two types of individual demands for young talents who intend to return to China.The first type was the need that could be met by policy supply.Among them,the demand for salary and allowance,scientific research cooperation,work autonomy were the strongest,and the need for training,children placement and spouse placement were the weakest.The second type was the need that could not be met by policy supply,such as academic platform,reputation and location of the university.People with different gender,age,marital status,grade,subject,country of study and number of articles published had different priorities about needs.The requirements of universities for applicants generally included level of graduate school,research ability,and degree,etc.In general,the higher the level of the school,the stricter the requirements.Policy supply of universities in Shanghai for returnees generally included salary allowance,housing,scientific research start-up funds,etc.Generally speaking,policy supply and individual needs did not match each other very well.For universities in Shanghai overall,supply of salary and allowance,teaching and research facility,system of promotion and evaluation,housing policy,children placement,hukou settlement,training,job stability,spouse placement match needs well;Admission qualification were oversupply;Research cooperation atmosphere,research start-up funds,research project application support,international academic exchange opportunities,personal discretionary time were in short supply;Supply of work autonomy,research direction matching,interpersonal relationship,IP commercialization were not specified.Match relationship varied in diference types of universities.Relatively speaking,other universities had the best matching status,followed by World-class Discipline construction colleges and universities,and World-class Universities construction colleges and universities had the worst matching status.Suggestions were put forward based on these conclusions.Further research can be carried out in the following aspects: firstly,the division of intensity of individual demand and policy supply is yet to be further tested;Secondly,this study could be reference for match relationship research of specific subjects or other regions.
