Talent is the important strategic resources for the sustainable development of a country,and the competition for talent around the world has become an important issue.With implementing powerful-talent country strategic policy,more and more overseas academic talents tend to return,so the phenomenon of high-level academic talents returnees has caused wide attention by academic circles.Based on the human capital theory,incentive theory,talent migration theory,and the study of Chinese youth academic talent returnees,the study emphatically analyzes the dynamic mechanism of backflows of youth academic talents.Then based on the database of the Thousand Youth Talents Program(TYTP),the work first uses CV analysis to have descriptive statistical analysis of data,afterwards,it main analyzes the motivations of young academic talents returning to China by analyzing the country of receiving doctor's degree,overseas employment status,academic ranks in overseas and academic relationship of different batches TYTP.Further using Kaplan-Meier analysis and Cox regression model to empirically test which academic ability and academic relationship have an impact on youth academic talents to go back.To verify the policy effect of TYTP establish theoretical basis.The results show that,firstly,academic ability have double impacts on young academic brain gain,of who working in the Top 100 universities has stronger will to go back;however,scholars who enter the tenure sequences or get the tenure-track position does not tend to go back for having full-time job,and the phenomenon of staying overseas is more serious for the older scholars.Academic relationship has no significantly impacts on young academic brain gain,but relative to female youth academic talents,male youth academic talents who have academic relationship tend to return.Secondly,receiving doctor's degree in mainland increases young scholars' risk of going back,and for more general scholars,the elders have more intentions to go back.Thirdly,in fact,factor of gender does not have significantly impact on youth academic brain gain.However,academic ability,country of receiving doctor's degree and age are important determinants.Three main impact factors have gender differences to some degree,for example,academic ability has no significantly impact on female returnees,but opposite to male.In theory,staying overseas is the best choice for high academic ability staff,but policy of young academic brain gain makes up for the market income differences between domestic and abroad in some degree.It has played a positive role in attracting high-level academic to go back for having full-time job.
